The Western power system dispatcher has the responsibility and authority to implement real-time actions that ensure the reliable operation of the Bulk Electric System (BES). This authority is implicit and allows the power system dispatcher to take or direct timely and appropriate real-time actions without obtaining prior approval from supervision/management.
Serves as a power system dispatcher responsible for the real-time operation and management of all transmission switching reliability activities for the Western Area Power Administration (WAPA) - Rocky Mountain Region Phoenix Office EHV transmission system. The incumbent executes the activities of a real-time transmission switching dispatcher involving the maintaining of system security and reliability, and all switching activities related to planned and forced outages involving Clearances, Hot Line Orders, General Switching, Special Work Permits, and Authorizations to Work. The dispatcher is highly knowledgeable in all aspects of power system operations, works independently while on shift, and is responsible for ensuring adequate transmission facilities and the required voltage and supportive volt-amp reactive (VAR) levels are maintained, checking all scheduled and prepared switching programs, preparing requested emergency switching programs, issuing routine and emergency switching, coordinating the removal and return of protective relaying. In addition the incumbent is responsible for ensuring compliance with North American Electric Reliability Corporation (NERC) Reliability Standards and applicable regional reliability standards, Federal Energy Regulatory Commission (FERC) orders, and Department of Energy (DOE)/ WAPA policies, procedures, and guidelines monitoring and validating real-time data, maintaining system operator logs, responding to system contingencies, responding to changes in availability and capacity of assigned area transmission facilities.
Occasional travel - Overnight travel may be required one night per month.

S PECIALIZED EXPERIENCE REQUIREMENTS

Specialized Experience Requirements for the AD-3 Level
To qualify for the AD-3 level, you must have 1 year of: 1) Power system operator experience equivalent to the AD-2 level (advanced trainee), with centralized SCADA/EMS control of power system equipment with 100-kV or higher voltage transmission lines and substations; or 2) Operations or maintenance experience in writing or issuing switching for clearances or similar protective actions on power system equipment at 100-kV or above voltage level; or 3) Energy merchant or North American Electric Reliability Corporation (NERC) balancing authority/interchange authority experience, equivalent to the AD-2 level with responsibility for matching generation and energy purchases/sales to real-time total load requirements via Automatic Generation Control (AGC); or 4) Engineering experience (with engineering degree, or certification as either EI (Engineering Intern), EIT (Engineer in Training), or PE (Professional Engineer), equivalent to the GS-7 level or higher in power system design, planning, maintenance, construction, or operations; or 5) Power plant or control center operator experience, equivalent to the AD-2 level, where normal duties include direct SCADA control over multiple, remotely operated power plants.
Specialized Experience Requirements for the AD-4 Level
To qualify for the AD-4 level, you must have 1 year of: 1) Power system operator experience, equivalent to the AD-3 level, with centralized SCADA/EMS control and decision-making responsibilities to maintain adherence to NERC reliability standards of a power system with 100-kV or higher voltage transmission lines, substations, and interconnections to other utilities.

You must become certified as a power system operator by the North American Reliability Council (NERC) within the first 11 months after appointment, and maintain appropriate certification during your employment. This is a condition of employment.

An offer of employment will depend upon your successfully passing the physical examination. You would be assigned rotating shifts, since the power system operates 24 hours a day.
