The Indiana State Department of Health’s mission is to promote and provide essential public health services for a healthier and safer state.

This position traditionally starts at an annual salary of $52,000. Salary for this position may be commensurate with education and job experience.

The Attorney serves as legal advisor for the agency. The overall purpose of the job is to advise and represent the agency. Objectives of the job include, but are not limited to, (1) providing timely and competent legal advice to agency personnel, and (2) representing the agency in administrative proceedings.

A day in the life

The essential functions of this roles are as follows:
Providing timely and competent legal advice to agency personnel.
Providing timely and competent legal services involving litigation and potential litigation activities, such as administrative litigation involving enforcement actions and benefit denials, issues involving human resources, lawsuits filed against the agency in state and federal courts, and other matters.
Representing the agency in administrative proceedings.
Informing the Director of Legal Affairs, Deputy Director of Legal Affairs and Litigation Chief of matters that may (a) involve unusual or controversial matters, (b) result in unusual or heightened publicity, (c) involve the governor's office or another state agency, (d) result in liability to the agency or its employees, or (e) involve any information the attorney feels merits their attention or the attention of the agency's leadership.
Coordinating regulatory, investigative and enforcement matters with federal and state agencies and the Office of the Attorney General.
Attending Immediate Jeopardy meetings, Informal Dispute Resolution conferences and other meetings as required.
Cross-training with other staff attorneys on various job functions.
Assisting the Director of Legal Affairs, Deputy Director of Legal Affairs and Litigation Chief with projects and other matters.

What we're looking for
The Attorney must be admitted to the Indiana State Bar.
The Attorney must be able to identify, analyze and research legal issues.
The Attorney must be able to interpret and apply laws, statutes, and administrative and court decisions.
The Attorney must be able to write and speak clearly.
The Attorney must be able to draft clear and accurate pleadings and other legal documents.
The Attorney must be able to review and draft proposed statutes and rules.
The Attorney must be able to manage a case load.
The Attorney must be able to manage and organize documents and files.
The Attorney must be able to prepare administrative cases and present them in a logical and persuasive fashion.
The Attorney must have considerable knowledge of computer skills in word processing.
The Attorney must have advanced knowledge of the computerized research service that the agency makes available for the Office of Legal Affairs.
The Attorney must have a thorough knowledge of administrative law and procedures, state and federal laws, regulations, rules, guidelines and standards pertinent to the cases and agency program assigned to the Attorney.
