Full Job Description
Manages the Logistics and Critical Infrastructure program. Provides leadership to protect county critical infrastructure, employees and residents from natural and technological disasters and/or terrorist attacks through comprehensive planning, training, exercise and emergency response/safety program. Manages resource requests and “STAR” program.
Serves as a safety advisor by visiting County buildings, facilities and property to assess hazardous and unsafe situations and suggests measures to improve personnel safety. Provides oral briefings and written reports to the County Judge, department heads and elected officials to assist them in implementing appropriate safety corrective actions. Employs the assistance of the FBI, DHS, FEMA, TDEM and others to assist with preparing homeland security and critical infrastructure reports for County officials. Ensures the department is proactive and responsive to municipalities and partner agencies that request resources such as volunteers, equipment, information, and mission assignments. Maintains automated listings (databases) of resources and support available for deployment. Responsible for operation and maintenance of the State of Texas Assistance Request (STAR) Interoperability Program for HSEM. . Assists County departments in the management of the County Safety Officer Program (formally fire wardens). Using an “all hazards” approach, provide specialized training on a variety of employee safety topics on a regular basis. Assist County departments in the selection, appointment and registration of department Safety Officers. Manage activities to better educate and train County employees using briefings, presentations, posters, brochures, websites, etc. Represents the County and the department on regional committees; conducts liaison activities with other County, State and Federal agencies; and participates in the development and coordination of emergency management planning, training and exercises. Plans evaluation exercises or drills for County employees. Plans and operates the Incident Management System for countywide multi-agency response and the Emergency Operations Centers. Functions as an emergency management duty officer on a monthly rotating basis. Performs other duties as assigned.
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Emergency Management, Planning, BusinessPublic Administration, or in a job related field of study. Three (3) years of professional work related experience in emergency management, public administration, emergency response, or in a job related field, to include professional training experience.Certification from the Emergency Management Association of Texas (TEM) andor the Internal Emergency Management Association as a Certified Emergency Manager (CEM) desired. A TEM certification will be required within four (4) years of employment. Requires knowledge of current County, State and Federal disaster preparedness ordinances, regulations and guidelines, and grant programs, and knowledge of Incident Command Systems and requirements of the National Incident Management System. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas driver�s license, with a good driving record. Must be available for 24-hour on-call duty.Standard office environment. Must be able to visit various off-site locations.
