This is a Management Service Position. The Incumbent will serve at the pleasure of the Appointing Authority.
LOCATION OF POSITION
Join the Comptroller of Maryland and work in Annapolis, the capital city on the Chesapeake Bay. Historic Annapolis is conveniently located between Baltimore and DC. Maryland as a state offers a diverse population that provides fresh perspectives and cultural experiences. The Comptroller of Maryland is currently seeking a Director for the Bureau of Revenue Estimates. The Director of the Bureau of Revenue Estimates serves as Executive Secretary to the Board of Revenue Estimates. The Board of Revenue Estimates is responsible for estimating State revenues. The Board reviews the findings and recommendations of the Revenue Monitoring Consensus Group. The Board has three ex officio members: The Comptroller of Maryland, the State Treasurer, and the Secretary of Budget and Management. The main purpose of this position is (a) to administer the State's revenue estimating program, and (b) to direct staff in preparation of fiscal notes (analysis of revenue impact of proposed tax and other law changes). Also, various important phases of the Comptroller's constitutional responsibility for financial reporting are performed by or under the supervision of this position. This position has responsibility for notifying the Governor, Senate President and House Speaker of the impact of changes in federal law on Maryland's revenues, in accordance with Chapter 391 of the Acts of 1983, and for providing a variety of other reports mandated by the General Assembly
Masters Degree in Business Administration, Finance, Economics, Mathematics or a related Field.
Five years in Economic Theory (monetary, globalization, data); Statistics (averages, standard deviations, estimating statistical models, preparing data, analyzing outputs and selecting models); interpretation of State and Federal legislation and an understanding of State government as it relates to local and federal. Three years or more managerial experience in the training and development of staff.

Four years or more projecting key financials (e.g. Revenue, Costs Key Financial Metrics) with economic models.
Two years or more communicating economic or financial modeling results via presentations, technical reports and non-technical reports.
Three years or more working with taxes and/or tax policy.
Three years using Microsoft Suite.
DESIRED OR PREFERRED QUALIFICATIONS
Maryland specific knowledge of the Office of the Comptroller as it relates to administering taxes, creating data and the integration with other governmental units.
Forecasting software - EViews. Use of SQL and SAS.
Research writing style and able to create visual aids (graphics, etc.).

Upon initial appointment OR promotion to a position in the State Personnel Management System.
