EMPLOYEE DEVELOPMENT SPECIALIST (THREE POSITIONS)

The San Francisco Bay Area Rapid Transit District (BART) is pleased to announce the recruitment of three Employee Development Specialists for the Rolling Stock & Shops (RS&S) Department in the following specialties – (1) Transit Vehicle Mechanic, (2) Transit Vehicle Electronic Tech and (3) Maximo. As the Rolling Stock & Shops subject matter experts, the positions will be responsible for researching, analyzing and identifying specific training needs for all employees in the Rolling Stock & Shops department. Typical work in this department is performed by, but is not limited to: Transit Vehicle Mechanics, Electronic Technicians, Quality Team Leaders and Utility Workers. The incumbents will conduct classroom, hands on and field training as well as design and develop documents. In addition, the positions will research, develop and prepare instructional materials. The positions may work all shifts and will report to different RS&S maintenance locations as required. In addition, the incumbents may be exposed to physical work in the following field environments: high voltage power sources, Wayside conditions and inclement weather.

*ABOUT THE DEPARTMENT*

Rolling Stock & Shops (RS&S), an ISO 9001 2015 certified department of $138M+ operating budget and 826 FTE, is responsible for all engineering, maintenance and operations support functions for BART rail car fleet. Over the next several years, RS&S will grow as it continues to receive and test new, next generation rail cars, opens the state-of-the-art Hayward Maintenance Complex, and matures its reliability-centered maintenance processes as part of its innovative Strategic Maintenance Program, all while meeting demanding car availability goals for the existing service plan to increase commuter convenience.

*MINIMUM QUALIFICATIONS*

EDUCATION:

An Associate degree with major course work in education, counseling or a closely related technical field from an accredited college.

Please Note: Applicants with transcripts from outside the United States or its territories must have the transcripts evaluated by an academic accrediting service.

SUBSTITUTION:

Additional experience as described above may be substituted for education on a year-for-year basis. An Associate degree is preferred.

EXPERIENCE:

Three (3) years of (full-time equivalent) verifiable experience in assessing training needs, developing instructional materials and providing training to adults; or three (3) years of (full-time equivalent) verifiable journey level experience in the skill area to be trained which must have included at least one (1) year of experience in instructing or training others.

OTHER REQUIREMENTS:

  • Possess a valid California driver's license and have a satisfactory driving record;
  • May be required to work occasional off hours shifts to administer training programs;
  • Must be physically able to stand for extended periods of time and lift audio visual equipment and training materials weighing up to 50 pounds;
  • Must be physically able to climb on/off equipment;
  • Must be physically able to work in inclement weather;
  • District certification as an Employee Development Specialist will be required and certification will cover all areas to be taught;
  • Business computer user applications, including Microsoft Word, PowerPoint, or Excel.

The successful candidate will have the following education/skills/experience beyond the minimum qualifications:

All Three Specialties

  • Computer skills in Maximo, Microsoft Office and Adobe;
  • Instructing individuals or large groups in both on-the-job and classroom settings;
  • Understanding of Instructional System Development Process (i.e., ADDIE Model) to develop quality training content;
  • Working effectively in project teams and meet scheduled project deadlines;
  • Regulatory requirements for all RS&S classifications (TVM and TVET Specialists only)

Employee Development Specialist (TVM Specialist)

  • The repair of mechanical and electromechanical components and systems, including the use of electronic test equipment;
  • Interpreting hydraulic, pneumatic and electrical schematics along with block diagrams;
  • Maintenance, repair and troubleshooting of the BART revenue vehicles mechanical and electromechanical systems;
  • The job skills of a Transit Vehicle Mechanic (TVM)

Employee Development Specialist (TVET Specialist)

  • The repair of electrical components and electrical systems, including the use of electrical test equipment;
  • Interpreting electronic schematics and electronic block diagrams;
  • Maintenance, repair and troubleshooting of the BART revenue vehicle electrical systems;
  • The job skills of a Transit Vehicle Electronic Technician (TVET)

Employee Development Specialist (Maximo Specialist)

  • Comprehensive Maximo knowledge including use of queries, creation and completion of tasks/work orders, issuing and installing inventory on assets;
  • Creation of user guides for computer software;
  • Development and delivery of computer-based training material;
  • Experience working in an industrial vehicle repair and maintenance facility;
  • Use of Maximo in an industrial maintenance environment;
  • Strong understanding of RS&S workflow processes
