The Lottery is currently looking for a Strategic Sourcing Associate Manager who will take the lead in directing the Lottery’s strategic sourcing and procurement function to ensure the organization’s overall sourcing supports and facilitates the strategic business goals of the Lottery.

As a Strategic Sourcing Associate Manager at Lottery, you will collaborate across the organization, and with team members, in developing the processes in support of strategic sourcing as a subject matter expert – from developing purchasing strategy, budgets, plans, policies, systems, processes and procedures that will achieve the strategic procurement objectives. The right person for this role will collaborate closely with internal stakeholders, have strong knowledge of sourcing best practices, and be an expert in negotiations and supply chain management. The primary focus will be on technology spend categories such as software, SaaS, hardware, cloud services, and professional services. Major Responsibilities / Essential Functions
Develop and implement sourcing strategy, procurement procedures and guidelines.
Analyze long-term impacts of outsourcing business decisions and assist in the development of preferred alternatives.
Analyze vendor options and provide recommendations.
Evaluate performance of vendors and recommend contract renewals or new Requests for Quotations.
Acquire product and services through negotiation and delivery with vendors.
Optimize vendor performance and relationships.
Bachelor’s Degree and five (5) years of purchasing experience in a dynamic business environment, with two (2) years in a senior buyer or supervisor role. Eight (8) years of experience may substitute for the combined education and experience requirement.
Supply Chain Management Professional designation or other relevant education.
Work in a public sector environment.
Experience leading complex negotiations and multi-disciplinary projects.
Ability to understand the inter-relationship of different and complex issues and translate into simple and understandable terms for decision makers.
Exceptional communicator and collaborator.
Lottery and gaming experience a plus.
