This National Guard position is for a STRATEGIC PLANS AND POLICY OFFICER, Position Description Number D1779000 and is part of the PA Headquarters PaANG, National Guard.

Responsibilities
As a Strategic Plans and Policy Officer, GS-0340-12, you will serve as the primary advisor to the Adjutant General, and the Chief of the Joint Staff on matters of short, mid, and long-term programs. Coordinate and oversee development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs. Review Department of Defense (DoD), Department of the Air Force, Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air National Guard (ANG), and other agency planning documents (i.e. National Military Strategy, Defense Planning Guidance, Quadrennial Defense Review, etc.) and ensure the state strategic plan remains synchronized with current topics, future initiatives and higher headquarters planning documents. Conduct statewide analysis for strategic planning, re-engineering issues, and program integration. Conduct and oversee the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers, and briefings for internal and external audiences. Provide oversight on the coordination and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate tasking authorities. Perform other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE : Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Application must have at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

  • Knowledge of DoD, Joint Staff, NGB, DA, DAF, ARNG, and ANG strategic planning systems and procedures; active duty and reserve component forces in and around the state; and interface with other commands to develop, update, coordinate and implement long-range strategic plans, master plans, and programs.
  • Knowledge of the policies, requirements, and procedures in order to analyze and determine the National Guards short, mid, and long-range strategic plans and policies requirements regarding: warfighting, theater security cooperation, international relations, federal and state homeland security, and civil support missions.
  • Knowledge of automated data systems to maintain information.
  • Ability to conduct detailed review, analysis, and evaluation of various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational requirements, etc., to access and determine the impact on NG missions.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
