Summary

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review, the Office of Management and Administration and the Office of Special Review. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

This position serves as a Student Trainee (Data Analyst), located in the Office of Management and Administration.

Responsibilities
Who May Apply: This opportunity is open to students who are U.S. citizens and U.S. Nationals enrolled on at least a half-time basis, or accepted for enrollment, in a qualifying degree program or certificate program of a high school, accredited college or university. As a Student Trainee (Data Analyst), you will perform the following duties:

Provides OIG components with data analysis support. This includes researching the methods and means, developing alternative approaches, ensuring security for data, and justifying all significant data-related investments, including those for supplemental data services and software.

Assists with defining overall project requirements; plans and coordinates project design, development, and implementation; provides customer support and services; and resolves a wide range of technical data-related issues.

Responds timely to requests for data analysis support, and maintains efficient and well-documented SAS code used to produce requested data files.

Determines organization of data in the database and assigns names and definitions to the various records and fields; and oversees the security system and controls the information placed in or deleted from the database. Uses SAS to write or modify scripts to extract, transform and load data into a data warehouse.

Works closely with VA and other governmental and private sector agencies to obtain databases and files for VAOIG use that will improve staff output, provide better product, and increase productivity within the OIG. Ensures that new application development and changes to applications within VA are monitored and that OIG management officials are informed of potential OIG data library and expertise gaps.

Coordinates implementation of database designs and modifications of design characteristics in response to routine performance problems, changing requirements, or new design methods.

Uses SAS systems to modify systems and database configurations to correct routine problems that affect the confidentiality, integrity, and availability of data.

Participates in a variety of training activities, which may include classroom instruction, workshops, and on-the-job training designed to promote knowledge and skills related to his or her job functions.

Performs other duties as assigned.

Program Requirement:
If selected, you must: 1) sign a Pathways Internship Program agreement; 2) provide official documentation of enrollment and registration; 3) provide verification of academic status (transcript) at the end of each academic semester/quarter; 4) participate in mentorship opportunities; 5) complete 40 hours of professional development training; 6) prepare and implement an Individual Development Plan; 7) maintain satisfactory performance; and 8) complete 640 hours of work experience in order to be considered for conversion to a Career or Career-Conditional appointment. You may be made permanent upon graduation if you meet all qualifications, eligibility, and educational requirements, are recommended for conversion by your supervisor, and funding is available.

Qualifications
You must meet the following requirements by the closing date of this announcement.

Basic Qualifications: You MUST meet the definition of a STUDENT for the duration of your appointment.
The definition of a student is: an individual accepted for enrollment or enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93–842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program.

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
  • Collecting and researching data for studies or evaluations of programs or operations and summarizing your results; AND
  • Gathering and analyzing data and using them to write conclusions and recommendations: AND
  • Served as part of a project management team.
OR
Master's degree or equivalent or 2 years progressively higher education leading to such a degree, or an LL.B. or J.D. if related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
