Job Summary:
Under the supervision of the CEO, the Director of Behavioral Health & Wellness (DBHW) will be responsible for planning and implementing the behavioral health & wellness programming for youth experiencing homelessness, including scaling appropriate revenue sources for such including Medicaid. The DBHW will also be responsible for developing, training, and supervising the Behavioral Health and Support Services Team.
The Director is responsible for the operational success of Urban Peak’s behavioral health/ clinical programming by ensuring seamless team management, appropriate program development, quality service delivery, adequate revenue generation, balanced budget management, strategic community partnerships, and accurate stakeholder reporting.
The DBHW will supervise the clinical, behavioral health and support services staff of Urban Peak to ensure goals and outcomes are met and are consistent with the goals, mission, vision, and values of Urban Peak.
Who You Are:

Licensed Doctoral or master’s level mental health professional, registered with the Colorado Department of Regulatory Agencies as a Licensed Marriage and Family Therapist, Licensed Professional Counselor, Licensed Clinical Social Worker, or Licensed Psychologist.

A minimum of 5 years of proven experience in clinical supervision and therapeutic service delivery required.

A minimum of 5 years of experience managing, administrating, and developing mental health programming and professionals required.

Lived experience reflective of the youth we serve encouraged but not required.

Two or more years of working with and/or developing Medicaid programs for revenue generation.

Demonstrated experience in supervision and program management in a crisis or homeless shelter.

Experience/knowledge in the field of homelessness

Proven success in developing programs, to include clinical and/or behavioral health programs and Medicaid.

Ability to understand and convey to others the values, mission, and vision of Urban Peak

Strong organizational, communication, interpersonal and presentation skills.

Ability to effectively lead and motivate staff through application of Agency values.

Knowledge of computers to input information, maintain client and program data, create, and generate reports and create communications.

The position requires consistent exercise of discretion and independent judgment in the performance of duties, developed problem solving skills, and the ability to handle multiple tasks and to assess and change priorities based upon agency and client needs.

Ability to use second language in written and verbal communication desired (Spanish, Vietnamese, ASL) but not required

Must pass both federal and state background checks.

What You Will Do:
Medicaid and Clinical Programs
-
Develop and implement the Medicaid program as a relevant revenue stream for the Agency.
-
Train staff on Medicaid program requirements and policies.
-
Manage the day-to-day clinical operations to include clinical service, delivery systems, milieu dynamics; staff development and management; and quality of care.
-
Oversee treatment planning, interventions, and continuity of care.
-
Lead education and clinical care programs design, development, and refinement for the organization
-
Develop, oversee the behavioral health, and support services team.
-
Develop, recommend, and oversee implementation of Medicaid program policies, procedures, and delivery.
-
Prepare and administer Medicaid budget within established guidelines and with a focus on revenue.

Work closely with Senior Accountant and Medicaid Manager on correct and appropriate Medicaid billing system.

Work closely with Data team and technology consultants on integration of Medicaid service management into existing client database
-
Ensure compliance with Continuing Education (CEU) and scope of practice requirements in accordance with DORA and Licensing regulations.

Perform and or train licensed clinical staff on 27-10 (M-1) “mental health hold” evaluations, when determined necessary.

Compile accurate and timely program statistical data to meet reporting requirements.

Monitor performance measurements and recommend program improvements.
-
Ensure that programs and services are in compliance with licensing, accreditation, state and federal standards and other appropriate regulatory or professional requirements.

Establish professional relationships with other service organizations, boards, and/or committees for the benefit of the program.

Use creativity and innovation in program development and service delivery.

Maintain confidentiality of client and agency information.

Assist with grant writing and budget development in collaboration with other members of SLT, the Development Team and Compliance Manager

Leadership:
-
Function as member of the Senior Leadership Team (SLT) to provide direction regarding Medicaid, behavioral health and clinical services provided by Urban Peak
-
Provide leadership and management to carry out the mission and vision of Urban Peak Denver.

May function as staff liaison to Board Sub Committees under the direction of the CEO. This includes providing all essential support to the Sub Committee Chair, providing timely and accurate information to ensure that the Sub Committee is able to fulfill its responsibilities.

Provide leadership support, and promote the agency’s mission, vision, and values.

Maintain knowledge of current financial status of organization.
-
Provide oversight of program finance to ensure accuracy, timeliness, and transparency in recording and reporting transactions, and adherence to policies, procedures, and best practices.

Continually source and negotiate for revenue funding opportunities for the Agency.

Assist the agency with the merger to the new facility by strategically building and implementing EE Services and Clinical programs and ensuring a solid revenue stream for this expansion.
Supervision

Ensure annual employee performance reviews are conducted in a timely and effective manner. Evaluate performance of employees for compliance with established policies and objectives of the organization and contributions in attaining objectives

Help set the tone of the department to ensure morale, teamwork, and that the positive employment culture of the organization is maintained.

Regularly schedule department and staff 1:1 meetings to provide leadership, development, and a forum for communication to ensure coordination and collaboration in meeting organization and individual goals.

Manage the Support Services Supervisor and provide support and expertise for successful operation of the support services program delivery throughout the agency.

Provide reporting to SLT on Support Services, clinical and behavioral health program progression, successes, and future program development.

Oversee the Medical Services Manager and support that position’s duties of delivering Medical Clinic services and partnership throughout the agency.

Ensure the implementation and management of groups and activities for all programs support physical wellbeing which can include sexual health, physical health, medication management, and harm reduction conversations.

Ensure compliance with Continuing Education Units (CEU) and scope of practice requirements in accordance with DORA and licensing regulations.

Assist with identifying and building new community collaborators to support the overall well-being of all Urban Peak clients.

Who We Are:
Founded in 1988, Urban Peak is the only non-profit organization in Denver that provides a full convergence of services for youth ages 15 through 24 experiencing homelessness or at imminent risk of becoming homeless. Our goal is to meet youth where they are and to provide them with the assistance and support, they need to become self-sufficient or obtain the necessary services they need to exit a life on the streets.
Urban Peak provides numerous programs and services that are founded on the principles of trauma-informed care and Positive Youth Development to assist youth in reaching their potential and living a successful life off the streets. Services include street outreach, a 40-bed shelter for youth ages 15 through 20, a daytime drop-in center, supportive housing, education and employment services, case management, life skills courses, behavioral health evaluations, meals and more.
