Generally 8:00 - 5:00, but must be available for occasional evening and weekend work.

This position is responsible for directing the issuance of contract policies, procedures, methods, operating practices and functional performance standards to facilitate effective acquisition, award and implementation of contracts with program objectives and requirements, both Company and client; assisting in RFP analysis relative to risk mitigation, and general administration and maintenance of contracts and delivery orders. The Contracts Manager will report directly to the VP, Federal Programs.

Essential Functions Statement(s)
Initiate and maintain communication/relationships with all federal contracting officers.
Review, sign, file and disseminate all contract modifications and renewals.
Maintain tracking system for all federal contracts for audit trail and contract compliance.
Evaluate compliance of policies, practices and standards to meet business objectives and still remain within legal requirements.
Participate in the development of bid strategies and coordinate efforts to produce thoroughly incorporated winning proposals and approved strategies.
Respond to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures.
Develop and conduct internal reviews for all contracts.
Act as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved.
Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues; and provide general guidance on how to avoid or deal with similar situations in the future.
Provide reports on a regular basis, and as directed or requested, to keep the Board and senior management informed of the operation and progress of compliance efforts.
Keep abreast of the regulations for the industry and assures that the company works within the confines of those guidelines.
Review RFP documents and proposal preparation to ensure compliance requirements are met.
Monitor contract performance and propose corrective actions if necessary.
Prepare letters and other documentation required for proper contract administration.
Provide purchase order, modification and relevant contract information to pertinent departments
Maintain current registrations and Mod updates for GSA, SAM, and eAdvantage.
Prepare contract performance reports as required.
Ensure all quality Reports are responded to in PPIRS.
Prepare and participate in all government contract audits.
Keep abreast of new government requirements for inputting date into various government software programs.
Ensure FFATA reports for subcontracts are maintained and up to date.
Provide negotiation support as required.
Participate in applicable committees and meetings as required.

Education: Bachelor's Degree required
Experience: Five to Seven years experience in government contract administration.
Computer Skills: Proficient in Microsoft Office Suite, including intermediate Excel skills.
Certificates & Licenses: Valid State Issued Driver’s License

In-depth knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations.
Comprehension of the Service Contract Act.
Acumen of accounting practices.
Strong analytical skills to oversee total operations for organization.
Excellent communication and people skills.
Ability to read, write, and speak English.
Demonstrated ability to work with a team of colleagues who represent a diversity of work and conflict resolution styles.
