Vistra is looking for a Director of Federal Programs to be based at Corporate Headquarters in Lutz, FL. The Director of Federal Programs is a senior member of the federal team working to obtain and manage federal government (DoD) contracts. Responsible for managing assigned programs, client interface and contract deliverables. Responsible for leading all phases of the company’s capture and proposal process in response to DoD opportunities.

This position requires a Secret Clearance, TS/SCI preferred.

Core duties and responsibilities include the following. Other duties may be assigned.

Program Management:
Lead for assigned federal government programs (primarily DoD) as assigned, company interface to CORs and/or Technical Representatives for assigned programs.
Supervises fulfillment of DoD contracts per requirements, regulations, policies, and special conditions.
Supports Vistra’s work in building relationships with federal government officials and in identifying and advancing projects and initiatives that build effectiveness and efficiency.
Demonstrates research capabilities and collaboration to enable DoD officials to consider new approaches.
Provides support for DoD senior professionals in response for requests for information, research and technical assistance.
Facilitates communication with DoD clients by preparing surveys, databases and research to respond to requests for information and assists with publishing results.
Monitors team member performance on DoD contracts and communicates with leadership and human resources for recommendations on performance, discipline and termination of employment.
Represents Vistra in the DoD sector and with identified business partnerships.
Updates and maintains Customer Relationship Management (CRM) information at program and enterprise levels.
Assists with sourcing and interviewing potential team members to perform on DoD contracts.
Monitors contract spending and travel budgets to stay within contract funding.
Manage subcontractor relationships.
Ensures timely delivery of all required contract deliverables.
Prepares executive-level project briefings and reports.
Periodic travel to military sites

Proposal Management and Development:
Manages and/or creates proposals for RFQ, RFP, RFI and Sources Sought opportunities.
Follows established corporate capture and proposal management procedures.
Prepares gate reviews, kick-off presentations, timelines and leads all team proposal activities.
Plans, coordinates and oversees writing assignments, production and submission of complex government proposals ensuring all timelines are met.
Coordinates internal/external proposal efforts with the technical division, contracting, contractors, subcontractors, accounting and human resources.
Coordinates with Contracts Manager to ensure proposals follow the FAR and proposal request.
Coordinates with Contracts Manager to ensure execution of non-disclosure agreements (NDAs), terms and conditions, and modification requests and Teaming Agreements (TA’s).
Supports senior leadership in development of teaming strategies for negotiation in alignment with company objectives.
Stays abreast of new laws and proposed legislation and interprets the potential impact on current and future contracts.

Capture Management:
Leads efforts to position Vistra as the key competitor on current incumbent contracts.
Proactively identifies new business opportunities by researching ongoing trends and request for proposal (RFP) databases.
Uses available tools including FedBizOpps, GovWin and FPDS to perform market research and to identify new business opportunities in the federal market to include analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses.
Performs gap analyses of Vistra’s capabilities against customer requirements.
Leads meetings with current federal government clients, stakeholders and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
Leads program development and execution and provides detailed reports on activities to senior leadership.
Directs business planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews.
Actively participates in the overall strategic planning by linking pursuits/capture activities which support the quarterly business development metrics for awards, submits, and pipeline.
Interacts routinely with all levels of management, infrastructure POCs, staff, and customers, and follow through on taskings.
Briefs capture status to senior management at specified milestones in the capture process.
Conducts after action reviews to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
Briefs segment and corporate leadership in the bid review process, execute action item outputs and maintain accountability for bid delivery.

Supervisory Responsibilities:
Supervise on-site team members
May supervise federal team Program Managers at corporate headquarters.
Provide input to annual reviews.

Bachelor’s degree from an accredited college, university or equivalent Military training in a Technical, Business, Management, Public Policy or related field is required.
At least ten (10) years of experience within the DoD in a leadership role and Program Management.
At least five (5) years of experience in Business Development, Proposal or Capture preferred.

Ability to respond to common inquiries or complaints from customers, or members of the business community.
Ability to read and interpret documents such as requests for proposal, government regulations, safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak English effectively before groups of customers or team members. Spanish would be desirable but not required.
