HR BUSINESS PARTNER – HUMAN RESOURCES $64,704.00
CHICAGO DEPARTMENT OF AVIATION (CDA)

Under direction, works as a strategic partner administering and overseeing human resources programs for a City department or for a bureau in a moderate to large City department and supervising staff performing related human resources administrative, processing and payroll activities, and performs related duties as required. Must be detail and resolution oriented.
Assists in the development and input of the department’s budget into the City’s Budget System (CBS).
Assists department managers in developing their respective hire plan for the year.
Maintains the department’s annual hire plan by tracking vacancies, appointments, and terminations.
Maintains the department’s annual position control spreadsheet (i.e., Appointments, Terminations, Leave of Absence).
Generates a variety of HR demographic, data and budgetary reports utilizing Business Objects, Excel, etc.
Reviews, approves and rejects department CHIPPS HR transactions.
Creates and processes applicable HR hiring and budgetary forms (Request to Hire Form, Paid As Form, etc.)
Coordinates the CDA’s random drug/alcohol testing and invalid driver’s licenses programs.
Coordinates and maintains and reports on Department Acting Up; Informs Payroll regarding appropriate Payroll data entry (coding) regarding Acting Up payments.
Participates in meetings with labor unions to discuss HR programs.
May testify in relation to department grievances.
Processes department scheduled salary changes.
Tracks General Laborers and Custodial Workers hours worked to determine and process eligibility for pay rate increases and Career Service employee status.
Creates, updates, and maintains the department’s organizational charts.
Must multi-task multiple projects with strong results orientation and work within tight deadlines.
Interpret and explains CBA to employees and supervisory/managerial personnel as needed or requested.
Liaison with other City Departments
Performs other job-related duties as required.

Shift: Monday thru Friday
Hours: 9:00 AM – 5:00 PM - Will be required to work outside normal working hours during budget season(s).
THIS POSITION IS IN THE CAREER SERVICE
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in Human Resources Management, Business Administration, or a directly related field, plus two years of professional human resources experience, or an equivalent combination of education, training, and experience.

SELECTION REQUIREMENTS: This position requires applicants to complete a skills assessment and an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
Preference will be given to candidates possessing the following:
Previous experience working on budgets related to personnel.
Previous work experience related to Human Resources.
CHIPPS/CATA/KRONOS/Oracle related work experience.
Working experience using Microsoft Excel.
VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. Eligible candidates must have at least six months of active duty documented. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
