A business unit within the Combat Systems Group of General Dynamics, we are a world leader in the manufacture of large, medium- and small-caliber direct and indirect-fire munitions, mortar weapons and systems, artillery projectiles, bomb bodies, Ball Powder® Propellant, solid propellants, non-lethal products and Force Protection products. The company also manufactures precision metal components; provides explosive load, assemble and pack services for a variety of munitions, tactical missile and rocket programs; and designs and produces shaped charge warheads and control actuator systems.

We are seeking a Sr. Human Resources Manager to work in our Scranton, PA facility. This position will be responsible for site Human Resources, Environmental, Health, and Safety, and Security functions including, but not limited to: recruitment, employee and labor relations, benefits administration, training, and regulatory compliance in addition to the following duties:

Primary Responsibilities:
Work closely with senior management as a business partner providing counsel on all Human Resources issues.
Ensures compliance with all Federal and State employment regulations and represents the company with the community and on site government representatives. Maintains appropriate records in accordance with legal and company requirements.
Responsible for site Labor relations initiatives, including Labor-Management meetings, CBA administration, grievance procedure, and labor negotiations planning. Oversee performance management processes and provide coaching to site managers/supervisors with the same.
Recruit talent at all levels within organization, source suitable candidates and develop effective recruiting strategies. Develop and maintain affirmative action program, maintain HR and training records, and develop compliance reports. Coordinate new employee orientations, monitor career pathing and succession planning programs, and exit interviewing.
Perform work with minimal supervision, independently solve problems and apply or develop approaches and solutions aligned with organizational objectives, company policies/procedures and regulatory compliance.
Responsible for supporting SCAAP Facility Use Contract requirements and Army regulations, including enhanced Security and EHS requirements, participation in audits, scorecard meetings, VIP visits, etc.
Oversight of EHS function and all Security efforts including administration of Security functions and management of staff.
Responsible for organizing employee relations activities, community relations events and charitable contributions.
Other duties as assigned.

Minimum Qualifications:
Bachelor's degree in Human Resources, Labor Relations, Business Administration, or a related field.
10 years applicable management experience.
Thorough knowledge of state and federal employment and labor regulations is essential.
Prefer candidates with work experience in a union environment.
Must have demonstrated human resources management experience in a manufacturing environment.
Position requires the ability to lead, work collaboratively, and interact positively and professionally with all levels of the organization, including management and hourly employees.
Acts with integrity in all aspects of work.
Good problem solving skills with ability to apply investigative skills and solution minded approaches to addressing problems and issues.
Excellent communication skills, including ability to capture, analyze and interpret, and present data in meaningful format.
Strong organizational skills, and ability to self-prioritize and successfully manage multiple assignments in a fast-paced environment. Strong interpersonal, negotiation, and conflict management skills. Proficient in the use of MS Office suite.
