Job Description
The individual must provide expertise and technical knowledge, staff support, and other related resources necessary in the following daily duties:
- Screen telephone calls, visitors, and incoming correspondence for the division staff with the highest level of customer service, when needed.
- Perform general administrative duties for multiple teams within Branch as well as assist Branch Chief and maintain the Branch Chiefs calendar and all scheduling.
- Manage timekeeping for Employee Relations (ER) and Labor Relations (LR) employees.
- Prepare and maintain systems, programming and operations documentation, procedures and methods, and user reference manuals.
- Enter Standard Form (SF) 52s actions for processing and coordinating with the Final Authorizers Unit and ELR Specialist.
- Conduct the onboarding actions such as preparing new employee packages, gathering and verifying for all new employees.
- Provide “Welcome Guide” for new employees to give them access to all key information having to do with the Branch.
- Update various contact lists, organizational charts, and reference materials; assist with creating standard protocol for the main functions of administration within the office.
- Update and edit policy language in support of Agency requirements, including internal consistency templates.
- Coordinate meetings, maintain logs and records, keep track of projects and calendars, and manage supply requests and inventory.
- Update floor plans regularly with electrical allocation information, land-box information, and contact information to assist in overall space management.
- Utilize the Division's internal tracking system to be used for the workload management, including vetting groups of employees for past disciplinary actions.
- Submit all procurement requests by identifying employee needs and finding the most cost-efficient prices.
- Assist in the process of planning the annual awards ceremony and HR conferences; assist in the process of planning on-site and virtual ELRB events, including training and employee engagement events.
- Coordinate and complete projects by collaborating with outside contractors and internal departments to create efficiencies and work processes.
- Contact outside vendors to schedule maintenance for the office’s printers, copiers, and office equipment.
- Work with labor documents, and assists in the process of Grievances, Arbitrations, Negotiations, Mediations, Unit Petitions, and Unfair Labor Practice (ULP).
- Provide on-site administrative support for ER and LR Specialists in negotiations.
- Prepare electronic data reports for the Branch Chief and Team Supervisors and provide assistance in the monitoring of case files to ensure timely processing.
- Ensure staff training requests and approvals are accurate and complete.
- Track all training provided to the Independent Contractors (IC), including number of participants and survey outcomes.
- Coordinate and facilitate training for customers, including running virtual training sessions.
- Create binders and spreadsheets to help organize data for Specialists with large projects.
- Schedule interviews, provide candidates with a full job-description, location, and reporting instructions.
- Account for all active and inactive records for the whole Branch, implement records maintenance strategies, and uphold policies and procedures for records maintained.
- Conduct regular reviews of official ER and LR records, including SharePoint site, ER official case files, and labor relations historical files.
- Prepare for staff joining the organization, requesting systems access, updating reference guides, setting up offices, gathering equipment and supplies, and providing updates to leadership.
- Coordinate with the HR Administrative Officer on all staff travel.
- Ensure excellent communication and proactive outreach with the HR Assistant, ER LR Specialists, Team Supervisors, and Branch Chief.
Job Requirements
- Two (2) years of Federal HR experience, at least 1 of which must be specialized experience in the area in which work is to be performed.
- A college degree may be substituted for 1 year of nonspecialized experience.
- Position requires proven administrative skills and some experience with HR automated systems.
- Knowledge of Federal HR terminology, operations, procedures, and requirements is preferred.
- Must be professional and speak correct grammar.
- Skills in Microsoft Word, Outlook, and Excel must be high.
- Must be able to independently juggle multiple activities coming from a variety of people, proactively working with leadership to get input in prioritization but keeping everything moving forward without requiring significant direction.
- Must have strong attention to detail and great flexibility in responding to changing priorities.
