This is a responsible professional position in the Budget and Grants Management Section of the Financial Management Unit of Children’s Medical Services Managed Care Plan (CMS MCP). This position is responsible for budget planning, monitoring and tracking ledgers to effectively manage the funding for this program.

Duties and Responsibilities:
Monitor and track the budget which includes tracking expenditures on a general ledger, preparing expenditure adjustments, providing projections and making recommendations regarding cost efficiencies

Prepare and submit monthly budget spending plans which includes inputting projections, encumbrance reductions and expenditure adjustments. Complete monthly budget forms and worksheets

Submission of expenditure corrections to align with budget allocations

Coordinate and facilitate monthly meetings with contract managers. Review monthly contract invoices to ensure compliance with contract specifications and approved operating budget (AOB)

Assist with financial management of program contracts

Provide technical assistance, consultative services, and direction for the development of scopes of work

Prepare other planning and budget documents as needed.

Knowledge, Skills and Abilities:
Knowledge of the methods of data collection and analysis.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems and document work flow.
Ability to organize data into logical format for presentation in reports, documents, and other written material.
Ability to plan, organize and coordinate work assignments.
Ability to meet deadlines and prioritize tasks effectively
Ability to learn and develop and understanding of complex organizational and financial processes and systems.
Ability to communicate effectively verbally and in writing to express facts and ideas in a succinct and organized manner and make clear and convincing oral presentations
Ability to establish and maintain effective working relationships with others.
Knowledge of DOH procurement processes and required timelines.
Proficient knowledge of Excel is required.
Knowledge and experience with State of Florida contract management best practices

Other Desired Qualifications:
Completion of the FDOH Basic Contract Management Training or FDOH Contract Management Workshop or must successfully complete training within 30 days

Ability to manage multiple tasks and deadlines

Fast and accurate data entry skills

Advanced skill level with Microsoft Excel
