The Program & Financial Compliance Officer (PO/FCO) of the International Grants Unit is responsible for managing a portfolio of grants to non-governmental organizations (NGOs), civil society groups, and agencies in selected low- and middle-income countries supported by the Global Health Advocacy Incubator (GHAI) – a program within the Campaign for Tobacco-Free Kids. This position will work primarily on Obesity Prevention Program grants globally with a strong emphasis in Latin America, the Caribbean, and South Africa.
This position requires ongoing communication with grantees, active participation on both the Grants and GHAI teams, coordination of grantee activities with the overall strategic plan and high-level advocacy goals, and provision of technical assistance and financial oversight to grantees. The PO/FCO is responsible for reviewing grant applications-including new and renewal grants, in addition to any extensions, providing programmatic and budgetary feedback and guidance to grantees, coordinating the grant negotiation process, and monitoring grantee performance - including financial compliance – throughout the life of the grant. This position, based in Washington, DC, reports to the Director, International Grants and does not have supervisory responsibility.
About the Global Health Advocacy Incubator (GHAI)
The Global Health Advocacy Incubator, a program of the Campaign for Tobacco-Free Kids, advances public health policies to build a healthier and safer world. Drawing on extensive global experience, GHAI offers strategic support to develop and execute advocacy campaigns to pass laws and policies that save lives.
Carefully review, analyze, monitor, and evaluate progress of grant proposals, plans, budgets, and reports.
Provide ongoing grant monitoring for the Campaign and programmatic/financial support to grantees to assure consistent progress, grant processing, and reporting.
Through close collaboration and consultation with the program country leads, monitor and assist grantees to achieve their project goals through appropriate program design modifications.
Identify and organize appropriate technical assistance and training for grantees.
Identify needs for midstream program and budgetary adjustments to achieve desired results and facilitate where necessary.
Provide accurate, timely grants summary and analysis reports, responses to inquiries, and grant histories according to reporting schedules and upon request.
Travel internationally (approximately 10-20%) to grantees.
Participate in regular country and team calls, country meetings, and contribute to GHAI reporting
Work closely with grantees, Grants Unit staff, GHAI staff, and other partners to support grantees to help achieve policy measures that promote selected obesity prevention policies.
Assure compliance with Campaign regulations and requirements.
Other duties as assigned.
Master’s degree in public health, public policy, international development, or related degree with international focus preferred.
Three (3) years or more of related experience working in an international grant making organization or working on public interest advocacy campaigns.
Experience with budgeting and finance.
Experience working with international grant programs.
International work experience required.
Experience in public policy, public health, advocacy, or international development required.
Knowledge of foreign language(s) required; Spanish and Portuguese preferred.
Excellent oral and written communication skills.
Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Excel, Adobe, PowerPoint, and Outlook.
Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.
Demonstrated attention to detail.
Ability to operate independently and meet deliverables with moderate supervision.
Ability to travel internationally.
