International Energy Program Monitoring & Evaluation Specialist

M Powered Strategies is seeking consultants with a background in monitoring and evaluation for an exciting performance management initiative with the federal government. In this role, candidates will provide subject matter expertise to support the Department of State in evaluating several performance assessments and indicators. This position will work on client-site and MPS Headquarters in Washington, DC on a short term full to part time basis through March.

General Requirements

Graduate or master’s degree, with at least one degree in social sciences or a related field
Experience with international program/project evaluation
Ability to understand the bigger picture within a complex environment and devise ways to measure it
Enjoys working with small teams on large challenges
Comfortable with complexity and critical thinking while guiding stakeholders/workgroups
Good oral communication and relationship skills with the ability to work with several different personality types
Organized, process-oriented individual with the ability to work independently
Proactive, responsive, and easily adaptable with an ability to step in and support others’ work with little direction
Ability to create concise, clear, and compelling briefing materials and polished deliverables

Must Haves

A minimum of 5 years of experience in evaluation or performance management in a federal government, foreign affairs, foreign assistance, or trade context
Demonstrated previous work experience in energy and/or oil and gas sector issues
Ability to support stakeholder engagement and effectively interface between multiple stakeholder groups
Nice to Haves

Previous experience with the State Department or USAID evaluating overseas programs and initiatives
Familiarity with the State Department’s Bureau of Energy Resources (ENR) foreign assistance programs
Familiarity with the Department of State Project Design, Monitoring, and Evaluation Policy
