THE COUNTY OF SHASTA
The County of Shasta is a General Law County governed by a 5-member Board of Supervisors, each elected to staggered 4-year terms from geographic districts. The Board of Supervisors operates as both the legislative and executive authority of the county and oversees 23 County departments. Shasta County employs more than 2,100 full–time employees and for Fiscal Year 2019-20 the County budget is approximately $500 million.
ABOUT THE POSITION
The CEO in Shasta County holds the title of Clerk of the Board and oversees staff assigned to that function and serves as the county representative on both the SHASCOM (a joint-powers emergency call and dispatch center) and the Solid Waste Board (a multi-jurisdictional landfill governing board). The CEO's Office consists of the County Chief Financial Officer and three Administrative Analysts who work with 23 county departments in developing their budgets that are ultimately approved by the Board of Supervisors. The CEO keeps the Board apprised of budget issues that arise throughout the year, as well as legislative and operational matters that may have an effect on the County. The 2019-2020 final budget includes over $495,000,000 in appropriations, including funding for 2,100 positions. The CEO directly supervises non-elected department heads who oversee the centralized functions of Personnel, Purchasing, and Risk Management through the Director of Support Services, Information Technology through the Chief Technology Officer, as well as other county functions such as Housing and Community Action and Veterans Services. The CEO represents the Board in dealings with other governmental agencies, as directed by the Board and serves as public information officer for the County. The CEO serves at the pleasure of the Board, is an unclassified, at-will position and requires a Board adopted Employment Contract.
EXAMPLES OF ESSENTIAL DUTIES:
Formulates proposed policy for consideration by the Board of Supervisors and develops plans to implement policies and accomplish County goals established by the Board; directs the implementation of policies, procedures and programs as assigned by the Board of Supervisors; provides for the supervision of central administrative services, such as Personnel, Purchasing, Risk Management, Workers' Compensation, Office Services and Property Management, and recommends the centralization or decentralization of these and other administrative services to promote efficiency; directs and conducts surveys and studies of County management and governmental practices and recommends changes to the Board as deemed necessary to insure efficiency and economy in the administration of County government; attends meetings of the Board and advises the Board on matters of County policy and administrative practices and procedures.
Evaluates the managerial performance of appointed department heads except for the County Counsel, based on goals and objectives developed by the Board, As outlined in County policy, directly hires the Director of Support Services, the Chief Information Officer, the Director of Housing & Community Action Programs, and the Veterans Service Officer. As outlined in County policy, recommends to the Board of Supervisors the appointment of certain other department heads appointed by the Board of Supervisors.
Represents the Board in dealings with other governmental agencies, as directed by the Board; serves as public information officer for the County.
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Modern public administration and management; principles, practices and functions of County government; current social, political and economic trends as they relate to County government activities and services; principles and practices of government budgeting; administrative survey principles and techniques; principles of personnel management; modern office methods and procedures.
Ability to: Manage the central administrative functions of County government; advise the Board of Supervisors on the availability and desirability of all sources of County revenue; establish and maintain cooperative working relationships with elected and appointed County officials, other governmental entities as well as private organizations, subordinates, the media and the general public; plan, organize, direct and evaluate a program of administrative services for the County; analyze and recommend changes to resolve administrative and technical problems; interpret, explain and apply applicable laws, rules and regulations; prepare and present comprehensive reports and recommendations; speak effectively before groups having varied interests.
These standards are typically attained with graduation from an accredited college or university with major course work in public or business administration or a closely related field, AND extensive, progressively responsible employment experience in a management or administrative capacity involving responsibility for planning, organizing, and executing a wide variety of programs having agency-wide impact.
The Board of Supervisors is seeking a County Executive Officer (CEO) who will pro-actively and energetically serve as a leader in carrying out Board policies, and who will be creative in bringing forth options to solve problems. The Board desires a CEO who will motivate department heads and staff to work together cooperatively and reach high levels of achievement, who will treat others with dignity and respect, and who will demonstrate impeccable integrity, honesty, and trustworthiness. The successful CEO will be able to serve as the Board's agent in effectively dealing with community organizations, businesses, and other entities in support of collaborative enterprises or positions on issues endorsed by the Board. The ideal candidate will bring a solid understanding of local government structure and technical strengths in the coordination of departmental functions. A Master's degree in public administration or a related field is preferred. In addition, the ideal candidate will possess at least five years of progressively responsible County government experience or similar related experience as well as at least three years experience as a County executive manager or similar related experience involving budgetary analysis and control, financial and fiscal planning, personnel management, and organizational systems, procedures, and program analysis work. Current or prior County Executive Officers and Assistant County Executive Officers are strongly encouraged to apply.
Possession of an appropriate California driver license.

SALARY AND BENEFITS
Salary: $207,402 - $264,703 annually.
Holidays: 12 days per year.
Vacation: 10 days first 3 years; 15 days 4-9 years; 17 days 10-15 years; 20 days 16 years and thereafter.
Vacation Accrual: If stipulated criteria is met, may utilize years of continuous service with a county or public entity that the employee earned prior to regular full-time employment with the County of Shasta.
Vacation Availability: If stipulated criteria is met, an amount of vacation time may be immediately available for use at the time of hire that is equal to the "equivalent days per year" based upon the employee's years of continuous service with a county or public entity that the employee earned prior to regular full-time employment with the County of Shasta.
Sick Leave: 12 days per year. Partial Sick Leave pay-out and conversion to service credit at retirement.
Sick Leave Availability: If stipulated criteria is met, may receive up to five (5) days of sick leave to be available for use immediately upon the date of hire.
Retirement: CalPERS, coordinated with Social Security.
Insurance: Medical, Dental, and Vision insurance, with the County paying all or a portion of premiums depending on plan and number of dependents selected for coverage.
Life Insurance and Long-Term Disability: Fully-paid group life and accidental death and dismemberment policy and long-term disability.
Deferred Compensation Plan: Dollar-for-dollar County match of employee contribution up to 50% of the normal base contribution each calendar year.
Administrative Leave: 80 hours of Administrative Leave per year with provision of leave buy out.
Cell Phone Allowance: $120 per month.
Expense Allowance: $50.00 per pay period for reimbursement of business expenses.
Automobile Allowance: In lieu of utilizing a County vehicle, an automobile allowance may be included within the employment contract.
Relocation Assistance: If relocation is necessary, reimbursement of expenses may be included within the employment contract.
Employee Assistance Program: Full access to County paid services.
All new employees are required to have their paycheck directly deposited to a bank account.
Some positions may require a valid California driver's license and acceptable driving record according to County policy.

Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees' Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 7.25% of his/her pay to this plan, or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
