DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Manage water and wastewater utilities system infrastructure improvement contract. Prepare and review design and construction contract, plans, technical specifications, technical reports, cost estimates, work orders, invoices and pay estimates, request for information and request for council action. Attends pre-bid, pre-construction and other meetings. Close-out contract. Conducts on-site field observations/inspections. Supervise and manages construction contractor. Review requests for impact on public utilities (water, wastewater & storm) within public streets, alleyway, public easements or fee-owned land. Review and process utility capacity letters (water/wastewater) for new projects within the city limits. Meets with City Officials, outside agencies, engineers, contractors, architects, and the public daily to discuss any related issues involving utilities for proposed developments. Prepares and reviews various reports and records. Prepares correspondence such as letters, interoffice memoranda and reports. Performs other duties assigned by the Supervising Engineer/Deputy Assistant Director.
The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.
This is a Department of Houston Public Works Emergency Management position at the Tier 3 Level.
Requires a Bachelor's degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.
Four (4) years of experience in construction, construction inspection, design, geotechnical, environmental, or closely related field are required.
Directly related professional experience may be substituted for education requirement on a year-for-year basis.
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
Preference will be given to the applicants with experience in utilities (water, wastewater and storm) design and construction, project management skills, contract management, Arc GIS, GIMS.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
SELECTION/SKILLS TESTS REQUIRED:
However, the department may administer a skills assessment evaluation.

Pay Grade 24
