This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. These Budget Analyst positions are located in the Office of Operations, Office of Budget and Finance. The duty locations are in Rockville, MD.
These positions are a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Budget Analyst for the HRSA Office of Budget and Finance, your major duties and responsibilities include:
Managing and performing the fiduciary responsibilities associated with the assigned area's financial and budget administration system which ensures against over-obligation of funds and avoids the premature release of budget authority levels in excess of those appropriated, authorized or distributed by law.
Overseeing all facets of funds management function, in particular budget execution, funds allocation, and funds control.
Distributing, tracking, controlling, and reporting on funds authorized at various funding levels based on the accounting classification structure, and cost and project structure.
Preparing budget submission to HRSA, HHS, OMB, and the Congress, and assuring that the budget presentations are accurate, complete, clear, and in conformance to policy, legislative authority, guidance lines, and instructions.
Reviewing, analyzing, and interpreting legislation, appropriations, appropriations language, OMB directives, and Department guidelines pertaining to assigned budgets.

Examples of qualifying specialized experience include the following types of tasks performed on a regular and recurring basis: compiling narrative and statistical material and prepare exhibits and other information concerning the program's budget for use in briefing higher level officials; analyzing budget revisions and providing evaluation and guidance on budget submissions; monitoring the execution of approved operating budget to assure that funds are properly allocated.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

FINANCIAL MANAGEMENT - Prepares, justifies, and/or administers the budget for program areas; plans, administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
BUDGET FORECASTING (ORGANIZATIONAL FORECASTING) - Develops models or projections based on studying past results, relationships, and data and anticipating future trends/events.
BUDGET FORMULATION - Compiles, analyzes and summarizes probable financial income and expenditures, and allocates funds for a specific purpose within a given time-frame.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
