The AvantGarde, LLC (AG) HR Specialist – Classification supports the AG client on site providing classification and evaluation support to the Staffing & Classification Branch in the HR office of the Naval Surface Warfare Center (NSWC) Philadelphia Division. This is a 20-hour per week position; the position requires working remotely.
Assist in planning and conducting studies to identify short- and long-range classification needs.
Develop job descriptions and classifies PDs implementing standardized/benchmark position descriptions for a variety of federal occupational series including professional, scientific, administrative, technical and wage grade. Ensure OPM classification standards are utilized in the classification process.
Make fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions and communicates grade distinctions to management with supporting criteria and justification.
Advise managers on how to design positions for a complex organization.
Maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards.
May conduct desk audits for a variety of positions and prepares final evaluation statements.
Keep abreast of classification appeal decisions to determine organizational impact and impact on classification practice.
Provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
Advise management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues.
Adjudicate position classification appeals.
Develop a process to support consistently applying classification guidance across the organization.
Develop and communicate internal classification policies and procedures.
Assist supervisors in determining the need for an exception position description and classify the position based upon knowledge of the position and the organization's mission and structure in compliance with OPM’s Classifier’s Handbook and Qualification of Standards.
May provide standard classification training to program managers as needed.
Naval Surface Warfare Center Philadelphia Division (NSWCPD) was founded by Rear Admiral George W. Melville as the Fuel Oil Testing Plant in 1910. Melville was a tireless advocate for an active Navy collaboration with industry and academia to conduct naval engineering research to solve problems that are often unique to the Navy.
NSWCPD employs over 1,700 civilian engineers, scientists, technicians, and support personnel doing research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is the lead organization providing cybersecurity for all ship systems.
Must have active technical federal experience with a minimum of 5 years of “hands on” experience serving in an HR Specialist providing comprehensive classification support to federal agencies.
Knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources. Specific knowledge of OPM classification standards.
Must have prior experience working in federal HR at a GS-11 / GS12 equivalent position.

Minimum of High School Diploma or GED (Associate or Bachelor’s Degree in HR or relevant field strongly preferred)
Position is a remote role, servicing the NSWC in Philadelphia, PA. The 20 hours per week part-time role may be accomplished in a 2, 3 or 4-day work week.(i.e., between the hours of 7 a.m. – 6 p.m.).
A current or recent PT level clearance strongly preferred. OR at minimum the ability to obtain a federal security clearance at the public trust or secret level is required
Proficiency using the Microsoft Office Suite programs and overall technical savy using a PC and with the ability to learn NSWC specific software programs
This is a primarily sedentary position.
Some bending, light lifting and carrying of equipment may be required.
