We are currently seeking a Primary Training and Exercise Planner (Protection Ops SPecialist). The Trainer and Exercise facilitator/planner will provide technical support to both Department of Defense and Federal and State clients, in exercise and training development, training resource allocation, management, and operational support assessment of a Combatant Command and/or civilian agencies. The position location is in Colorado Springs, Colorado.
Develop, plan, and conduct workshops, seminars, and conferences to coordinate and integrate both DOD and civilian authorities.
Develop and staff planning and exercise documentation for senior leadership review and approval.
Conduct, lead, and guide protection-related planning, implementation, and execution across multiple projects, to include but not limited to military operations, installation protection, homeland security, and antiterrorism activities.
Conduct all administrative tasks attendant to producing workshops, seminars, conferences, and exercises.
Exercises technical discretion within broadly defined scope of practice to tactics, techniques, and/or procedures for successful completion of project assignments.
Will lead and/or support development of training, exercises, and/or readiness evaluation tasks, to include exercise development, execution, and evaluation components.
Assist in strategic and operational planning, computer-assisted training, scenario development, and wargaming, training development, classroom instruction and curriculum development, doctrine development, and planning for disaster relief operations.
Assess, and review, DOD,Federal, State and local issues involving, consequence management, force protection, and homeland security throughout the Joint Training System and/or the Homeland Security Exercise and Evaluation Program.
Provide technical support to a DOD, Federal, and State customer with the coordination of Chemical, Biological, Radiological, Nuclear, and High-Explosives (CBRNE) defense training and exercise support/assistance.
Provide technical support to assist the client with identifying CBRNE Defense, DSCA and medical materiel and non-materiel capability gaps.
Understand all aspects of the exercise life cycle.
Prepare exercise/event site game books including agenda, collection management plan and briefings.
Record data and findings from the exercise event site.
Compile data and comments collected daily during an exercise/event and formulate into an end of day report.
Travel will be required on a periodic recurring basis.
THE FOLLOWING IS REQUIRED
MA/MS degree in management, business administration, science, national security affairs, or related field.
Minimum of 5 years experience in operations and planning on either a DOD or civilian agency staff.
Minimum of 2 years education and training experience at either a major military command or civilian agency in CBRNE defense plans and operations, and /or doctrine and training.
Knowledge or experience as related to the National Preparedness System, with particular understanding of the National Response Framework and the National Incident Management System.
Ability to excel in complex situations, which require analytical, interpretive, evaluative and/or constructive thinking and to pull together input from diverse sources and produce clear, concise summaries and recommendations.
Ability to coordinate several projects simultaneously and execute daily duties with minimal supervision.
Ability to write for and brief a flag officer/SES level audience.
Highly proficient in Microsoft Office software applications; adept with office computer and communication systems in general.
Demonstrated, excellent public speaking skills.
Must be able to travel both nationally and internationally.
Must be US Person withability to obtain and maintain Top Secret security clearance.
THE FOLLOWING IS DESIRED
Strategic and operational planning experience.
Training and exercise planning, design, and execution.
Experience in conducting or leading major technical projects within time and budget constraints.
Knowledge in analyzing doctrine, organizations, leadership, materiel, and manpower requirements in Federal, State and local jurisdiction operations.
