The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.
The WLED Execution, Monitoring and Control Section Manager leads a team of control account managers, work package managers, and program support resources.
In this role, you’re responsible for employee performance development and assessment, budgeting, manpower planning, cost proposal and EAC development and review. You’ll also ensure the team is adequately trained in EVMS, Integrated Product Development Systems, and program execution to ensure consistency in program reporting and leverage best practices across programs.
Overall responsibilities will include:
Coaching and career development including administration of performance development summaries, merit increases, promotions and performance improvement plans
Oversight of personnel issue resolution
Coordination of section meetings, skip-level meetings and proposal development activities
Providing direct engagement with business partners and program leadership to ensure effective staffing and task execution
This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.
8+ years’ experience working on complex program teams in product lead, risk and opportunity manager, control account manager, engineering lead, project lead or associated leadership role
6+ years of experience in the aforementioned areas along with a relevant Master's Degree may be considered for this job.
Experience using EVMS (or similar tool), or similar project management experience
Experience working with project management applications
US Citizenship is required
Prior experience as Program Integration Coordination and Control Manager (PICC), Program Support, or Program Manager on a Department of Defense program
Understanding of Estimate at Completion and proposal development processes
Earned Value Certification or equivalent (i.e. Program Management Institute, etc)
Experience managing budgets and completing EVMS requirements in a technical environment
Experience creating program baseline and integrated master schedule
Six Sigma Specialist or equivalent Six Sigma qualifications
Experience as CAM or PICC on Program with Contractual EVMS reporting requirements
Ability to develop briefings and present to audiences on EVMS CARs, metrics and business environment
Prior participation in Integrated Baseline Reviews and EVMS Surveillance Reviews
PMX Certification Level 5 or equivalent (i.e. Program Management Institute)
Experience delivering performance development feedback or employee mentoring; prior supervisory experience preferred
Bachelor's degree or 8+ years of relevant field experience may be considered in lieu of a Bachelor’s degree.
