FUNCTION OF WORK:
To serve as a licensed nutritionist responsible for the supervision of nutrition services in a cluster of rural parishes, each with a population of less than 95,000.
LEVEL OF WORK:
Broad from a Public Health Nutritionist 5 (Regional Manager).
Direct line over lower level Public Health Nutritionists, Interns, and Nutrition Educators.

Differs from the Public Health Nutritionist 2 by the presence of supervisory responsibility in implementing and managing nutrition services in a cluster of parishes.
Differs from the Public Health Nutritionist 4 by the lack of responsibility for the following: 1) directing and implementing nutrition services and supervising nutrition staff in a large urban parish health unit with a population greater than 95,000; 2) serving as a regional expert in an area of specialized Nutrition Services; or 3) serving as an assistant to a Public Health Nutritionist 5 (statewide consultant) in an area of specialized Nutrition Services.

Implements and manages the nutrition component of all OPH public health programs based on the Louisiana Nutrition State Plan in several parish health units within a region.
Evaluates nutritional services provided by OPH using nutrition program standards of practice and quality control criteria.
Evaluates the job performance and productivity of each subordinate through observation, record review, and written reports.
Participates in the employment, orientation, training and supervision of subordinate nutrition services staff.
Coordinates and conducts WIC management evaluations for the parish health units to assure compliance with federal regulations, makes recommendations, evaluates need for follow up, and completes written reports.
Interprets state policy and procedures for local nutrition services staff regarding the federally funded Supplemental Food Program for Women, Infants and Children (WIC), Severe Pediatric Under nutrition (SPUN), Commodity Supplemental Food Program (CSFP), and other nutrition programs.
Assists the nutrition regional manager in developing, implementing, evaluating and monitoring goals, objectives, priorities and standards of nutrition services as prescribed through Louisiana's Nutrition State Plan.
Assists the nutrition regional manager with auditing health records in the assigned parishes to determine patient adherence and program compliance.
Monitors the Public Health Nutrition Educators food preparation techniques, nutrition education classes, WIC food demonstrations, and use of visual aids to stimulate interest and patient involvement.
Performs and evaluates nutritional assessments on patients, develops care plans, counsels and monitors the progress of the intervention.
Coordinates/develops and manages high risk individual/family nutrition care plans by evaluating nutritional and medical assessments and socio-economic data; initiates and follows up intervention through counseling and referrals.
Interprets scientific information regarding food, nutrition, diet, and health to professionals, agencies and the public by phone conferences, dissemination of educational material, or public lectures.
Interprets Center for Disease Control Pediatric Nutrition Surveillance Data (PNSS); reviews all records for data accuracy and need for follow-up.
Identifies areas of need in assigned parishes and plans, prepares, conducts and evaluates in-service training for OPH staff on a full range of nutrition topics and programs.
Plans and manages community nutrition needs assessment targeting nutrition and physical activity risks for chronic diseases.
Participates in coalition formation with community leaders, businesses, parents, and other professionals to mobilize the community to improve dietary habits and increase physical activity.
Participates in planning and presenting quarterly in-service meetings for Public Health Nutrition Educators.
Plans and evaluates activities for AP4 intern students during their rotation in community health with OPH.
Coordinates nutrition services with other agencies involved in health services, food and nutrition, or child development.
Presents lectures and workshops to the public using printed and audio-visual materials on topics regarding food, nutrition, diet, health, and Public Health Programs.
Participates in professional continuing education to maintain competency, registration with the Commission on Dietetic Registration, and a Louisiana Dietitian/Nutritionist License.
Possession of a permanent Louisiana Dietitian/Nutritionist License plus two years of professional level experience in public health nutrition or dietetics in a clinical or hospital setting.
A master’s degree in nutrition, dietetics, food and nutrition, food systems management, institutional management, public health, public administration or management will substitute for one year of the required experience.
A Ph.D. in nutrition, dietetics, food and nutrition, food systems management, institutional management, public health, public administration or management will substitute for the two years of required experience.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
