Responsible for establishing contributing to and continually improving an efficient and cost-effective process designed to assist Agency staff in their procurement of goods and services. These products and services are to be secured at cost quality and delivery competitive levels consistent with Agency policy and performance standards. The position is further responsible for the timely planning scheduling of receipt and inventory control of the products and services as assigned consistent with federal and state requirements." Education And Experience Requirements Training Education and Experience Requirements: BA/BS degree in Accounting or related field preferred with at least four years of increasingly responsible related experience or equivalent education/experience to include federal procurement regulations experience. Must have strong analytical negotiation communication and problem-solving skills with demonstrated ability to meet goals and deadlines. Computer networking spreadsheet and database management experience required along with proven organizational and creative skills and a commitment to work with and support team principles" Other Job Requirements: 1. Must be registered with Oregon’s Central Background Registry. 2. Ability to pass an Agency sponsored physical examination. TB test documented. 3. This position is an authorized driver and must possess current driver’s license good driving record and auto insurance coverage as defined by OCDC Policy." 4. Knowledge of the Migrant Head Start or Head Start required." 5. Ability to travel out of town to attend workshops or training. Other Skill Requirements: 1. Excellent communication and organizational skills. 2. Excellent training/development skills. 3. Must perform duties with minimal direction given operating from established directions and instructions. Decisions are made within general agency policy constraints but frequently requires independent decision making."
Essential Duties Essential Functions: Regular and consistent attendance is an essential function of this position. Develops and implements short- and long-term procurement strategies designed to reduce costs and improve quality and service while meeting Agency goals and objectives and works closely with Agency staff to ensure these measures are achieved; Demonstrates commitment to customer service working as part of the team to ensure the right products are delivered at the right time and at the right price;" Through internal and external periodic feedback procedures measures effectiveness of operations including customer satisfaction and proposes methods for continuous improvement;" Obtains resources quotations and secures competitive bids for one-time goods and services;" Establishes and maintains vendor databases and administers assigned categories and product codes; Initiates and maintains partnerships with external vendors by negotiating purchase order contracts and subcontracts with appropriate sources of equipment supplies and services." Protects Institution resources by establishing policies and procedures that conform to government procurement regulations; Anticipates Agency needs and requirements by keeping abreast of market and product trends and developments; Negotiates with vendors for the lowest costs and incentives and analyzes market price and product mix checks for competitiveness; Coordinates the achievement of cost savings through vendor selections and review develops favorable contract agreements and resolves delivery and billing problems;" Facilitates the preparation and submission of purchase order contracts and close-out arrangements with funding agencies and in accordance with agency reporting requirements; In coordination with Agency representatives is responsible for ensuring that appropriate authorizations and documentation are obtained for procurement activities;" Participates in the design and utilization of Agency administrative systems to ensure maximum effectiveness; keeps abreast of system enhancements/potentials and recommends changes as appropriate; Performs related duties as required.
