Northrop Grumman Innovation Systems is seeking an Innovation Systems Senior Program Operations Manager.
This position is based in Dulles, VA.
This position will report directly to the VP Mission Assurance for the Innovation Systems (IS) sector.
The successful applicant will provide full spectrum planning, support, and assistance to the sector PM goals and initiatives. These initiatives enable successful program growth, start-ups, transitions, program execution processes, resource infrastructure, and program manager training as well as support the Corporate Program Management Council (CPMC).

This position will interact with senior sector leadership across all divisions and functions as well as coordinate clear, concise and compelling communications to the Innovation Systems sector program management community and executive leadership. This will include sector wide program management community of practice meetings and companywide program manager training and development. This position may require occasional teaching of program management curriculum on various program management disciplines.
The position will also participate in proposal non-advocate review/independent cost evaluation (NAR/ICE) activities within Innovation Systems and across the corporation. This position will require an individual with the ability to provide hands on guidance, training and support to programs while leading independent reviews.
The position will be responsible for the Innovation Systems aspects of the cross-sector Program Execution Framework (PEF) to support successful program execution at IS.
The successful applicant will represent IS sector interest on cross sector governance PEF team to drive commonality and work product improvements. The successful applicant will be responsible for tools, templates, training, guidance (T3G) work products and content applicability to IS across all process areas and coordinating input from process champions and subject matter experts. Responsibilities of the position also include development and maintenance of the program management command media procedures and tools and their integration within the PEF.

To be considered for this position, the applicant must minimally meet the knowledge, skills, and abilities listed below:
- Bachelor’s degree and a minimum of 10 years’ experience or Master’s and a minimum of 8 years’ experience
- A minimum of 5 years of Program Management experience
- Thorough understanding of Program Management and mastery of the application of sound planning, scheduling and integrated risk approach to programs.
- Excellent consultative, teaching influencing, and coaching skills.
- Strong inter personal and communication skills, strong organizational skills and a positive temperament.
- US Citizenship required
Candidates with these desired skills will be given preferential consideration:- Experience and understanding of all four aspect of the Program Execution Framework (PEF) and its flexible application to various types of programs.
- Program Management experience on complex programs is preferred.
- Experience providing adult learning or training for professional development.
