GCIO is seeking a candidate for the position of Tech Program Manager to support the Department of Veterans Affairs Health Portfolio’s Integration & Development Sub-Portfolio. The technical lead / program manager will be a hands-on sub-portfolio/program/project strategist who will be responsible for the vision or the technical approach, tactical execution, and the day-to-day oversight of multiple projects and team members. The role includes participation in the development and implementation of the overall Health Portfolio, HealthShare and EHRM strategy.
The candidate will also participate as a working team manager, so strong experience in hiring and managing a large pool of resources is important. The Technical Program Manager will be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.
This a full-time, remote position with travel expectations that include occasional trips to support the VA.
The Tech Program Manager will:
Provide Program Management within the HPIO/VDIF team structure supporting a technical workstream of projects. The role is within EHRM mission and OIT Objectives and is focused on technical solutions.
Support HPIO VDIF leadership in the following areas as needed:
Utilize foundational understanding of upstream and downstream effects of deprecating the legacy systems, migrating and implementing into an Enterprise Platform.
Experience with Agile methodologies and implement the process and procedures within Integration, Configuration and Change Management, Governance, Testing and Operations and Maintenance
Develop a plan of action for Sustainment and O&M, understanding of SLA and SOPs implemented for Systems monitoring and Tiered Support
Leverage experience drafting strategic vision for a large project or program specifically related to Major Systems Modernization and Integration
Create or understand the existing Enterprise Architecture (EA) and develop or design the Systems Views (SV) and Operational Views (OV)
Work with technical and business stakeholders to deliver robust products, recommendations, and/or solutions during the systems consolidation and migration
Develop requisitions, interview candidates, manage staffing, and overall resource management
Conduct program control, including development of controls used to manage performance, including cost, schedule, and staff management as wells as the WBS elements to report out status, progress and accomplishments
Extrapolate and communicate the client’s main challenges and pain points, craft strong solutions, and make recommendations manage a portfolio of projects
Proactively identify and mitigate risks to the program, projects and workstreams.

Serve as both manager and participant in projects
Use qualitative and quantitative analytical skills to assess the effectiveness of the operations
Support and develop control mechanisms that span a tiered approach to data governance, which include (but are not limited to) the identification, capture, logging, and updating of issues; tracking the status of issues; documenting stakeholder views; escalating issues to higher levels of authority; and documenting issue resolutions;
Provide expert guidance across a range of domains included in the data management (DM) field, to include data quality, data governance, data stewardship, master data management, business intelligence and analytics, and related DM focus areas;
Years of Experienced Required:
Experience within VA, specifically on the EHRM program including
Understanding of EHRM, including tactical and strategic vision of effort
Knowledge of EHRM stakeholders, including their focus areas
Understand data integration and migration and federation principles
Implementation of COTS products including InterSystems Cache, Ensemble, HealthConnect, HealthShare, CERNER and other COTS software
Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices
Strong analytical and investigation skills crafting solutions to challenging problems or issues
Experience managing programs delivering systems/tools/solutions in production, while transitioning to better technology solutions
Demonstrated and current experience managing programs with complex data processing requirements
Must have experience with diverse IT projects both large and small
Ability to work independently with minimal guidance and supervision
Experience working and managing large teams in remote environments
Master’s Degree or Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline (10 years can be substituted for Master’s or Bachelor’s Degree)
