The primary purpose of this position is to serve as the Chief, Civil Law Domain for Headquarters United States Air Force, Office of The Judge Advocate General (AF/JA) and Air Force Legal Operations Agency.

Supports the Secretary of the Air Force, the Chief of Staff of the Air Force, the Chief Space Officer and commanders at all levels on application of the Constitution, legislation, court and administrative decisions; Supervises advocacy and litigation on behalf of the Department of Air Force in Administrative and Civil fora for Torts and Labor Law; Supervises acquisition law support and representation of the Department of the Air Force in contract disputes, bid protests, intellectual property, and surety issues before the Armed Services Board of Contract Appeals, the Court of Federal Claims & the GAO; Oversees the provision of legal assistance in civil matters to military members and families worldwide.
Occasional travel - You may be expected to travel for this position.

Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
An initial SES career appointment becomes final only after the individual successfully completes a 2-year probationary period.
Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
A. MINIMUM QUALIFICATIONS:
1. Education Requirement:
Degree: Must be a graduate from a full course of study in a school of law accredited by the American Bar Association.
2. Licensing Requirement:
Must be in and maintain an active status in the bar of any state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico and in good standing.
B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Substantial executive level experience that demonstrates leadership in leading legal teams and working with diverse clients, headquarters level leadership and field components.
2. Demonstrated senior level knowledge of and leadership in a wide range of at least two or three of the following legal practice areas: Civil Litigation in the areas of torts, environmental and labor law; Acquisition Law to include the Federal Acquisition Regulation (FAR), Code of Federal Regulations (CFR), and other related issuances; Contract disputes and bid protests; Constitutional Law and Legislation; Intellectual property and surety issues before the Armed Services Board of Contract Appeals, the Court of Federal Claims and the General Accounting Office.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
Veterans' Preference: Veterans' preference is not applicable to the SES.
Air Force's Senior Leader Orientation Course (SLOC): Attendance is generally required within 12 months of appointment, subject to course availability.
Post-Government Restrictions: This position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
Active Duty Military Members: On resume, indicate when you are eligible for retirement. Within the DoD, the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 USC 3326.
Employed Annuitants (Reemployed Annuitants): Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals. How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
A Resume-based Senior Executive Service (SES) Hiring Method will be used for this recruitment. This method provides an alternative to traditional submissions that requires applicants to submit a resume and 10-page written Executive Core Qualification (ECQ) narrative statement. Please note: Applicants must demonstrate their mastery of ECQs and technical competencies through their resume. Only candidates that demonstrate mastery of ECQs and technical competencies will be invited for an interview. In lieu of an ECQ narrative, the Air Force will submit to the Office of Personnel Management (OPM) information on the selected candidate's demonstrated ECQs. Once the Air Force Executive Resources Board and the Under Secretary of the Air Force approve the selected candidate, the Air Force Senior Executive Management Office will submit a Qualification Review Board (QRB) Template to OPM for certification of the candidate's ECQs. This template will include the candidate's demonstrated executive and leadership experience obtained from interviews and other materials acquired during the merit staffing process.
PLEASE NOTE: This position may also be filled under Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019. This permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualification Review Board (QRB).
A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.
Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, Under SecAF, and OPM approval (if being filled under the Resume-based Hiring Method cited above).
