Summary

Serves as an Information Technology Specialist, within the Fiscal Service (FS), Information and Security Services (ISS), Infrastructure Management Division (IMD), Branch as assigned. The mission of the IMD is to enable, process, secure and monitor the infrastructure necessary to ensure the continuous processing of the platform, software and services required to carry out the mission of Fiscal Service; to design and deploy cost-effective telecommunications and networking infrastructure, and provide ongoing data center operations for the Bureau of the Fiscal Service program offices and key business partners. The primary responsibility for the incumbent is planning, analysis, development, testing, quality assurance, configuration, implementation, integration and management of networked systems used for the transmission of information in voice, data, and video formats as specifically related to Perimeter Security.

This announcement is issued under the "direct-hire" authority. Responsibilities
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serve as a Fiscal Service and Treasury technician working on the Bureau's IT communications infrastructure and Treasury wide Trusted Internet Connection infrastructure respectively, and as such, interface, collaborate, advise, and coordinate projects, tasks, and other activities with Fiscal Service, Treasury, Federal Reserve, franchise customer personnel, and external government and commercial entities on matters relating to this area.
  • Responsible for the on-going analysis of all perimeter security communications equipment, including the Treasury Trusted Internet Connection infrastructure to ensure the interoperability and interconnectivity to and from perimeter security communication hardware and equipment components and that maximum capability is being achieved at minimum cost.
  • Recommend strategies, develop standards and procedures, resolve critical issues, and develop innovative solutions for use throughout Fiscal Service in the evaluation of perimeter security communication hardware and software performance.
  • Evaluate perimeter security equipment against desired standards for reliability and efficiency.
  • Maintain a knowledge of network and TIC related security policies and guidelines. Review policies and procedures and recommend changes to optimize or improve security and utilization of present systems.

Qualifications

Specialized experience: For the GS-12 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in three (3) or more of the following:

  • Implementing and Supporting application load balancing using devices such F5 LTM (Local Traffic Manager) and GTM (Global Traffic Manager);
  • Network troubleshooting expertise requiring the understanding of network device types and generated logs, alerts, and other information;
  • Packet Capture analysis and troubleshooting;
  • Load Balancing customization using tools such as iRules;
  • DNS (Domain Name System) and DHCP (Dynamic Host Configuration Protocol) administration and troubleshooting;
  • Performing IT functions using server operating systems such as Windows, Linux, and Unix.
  • hands-on = you have personally worked on, troubleshot or administered devices or equipment mentioned
**enterprise class = infrastructure that is deployed in a data center with full automated redundancy that is used to support the demands of more than 200 users 24 hours a day, 7 days a week, 365 days a year.

  • Attention to Detail, such as evaluating perimeter security equipment against desired standards for reliability and efficiency.
  • Customer Service, such as conducting analysis of customer needs for additional telecommunication perimeter security network systems services and/or insuring that inquiries and problems concerning service are expeditiously resolved.
  • Oral Communication, such as conducting briefings and meetings on job related subjects.
  • Problem Solving, such as recommending strategies and develops standards and procedures, and recommending courses of action concerning the results of analysis of IT perimeter security performance which impact current and future requirements.
For the GS-11 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in all of the following:

  • Experience identifying the strengths and weaknesses of IT security solutions, conclusions or approaches to problems.
  • Experience performing IT functions using server operating systems such as Windows, Linux, and Unix.
  • Experience analyzing enterprise class systems for IT threats and vulnerabilities to determine risks.
  • Experience conducting meetings and training on enterprise class IT systems and issues.
  • hands-on = you have personally worked on, troubleshot or administered devices or equipment mentioned
**enterprise class = infrastructure that is deployed in a data center with full automated redundancy that is used to support the demands of more than 200 users 24 hours a day, 7 days a week, 365 days a year

  • Oral Communication, such as conducting briefings and meetings on job related subjects.
  • Problem Solving, such as isolating and identifying problems with IT hardware, software, communications, and operations.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

For the GS-9 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in all of the following:
  • Experience participating in IT security reviews in accordance with established process;
  • Experience assisting with the analysis and security testing of IT systems;
  • Experience communicating with internal and external customers in regards to IT operating and security practices.

  • Working as a member of an IT team with IT security applications.
  • Participating in a project implementing a new business process or IT system.
  • Assist with the preparation of reports, studies or plans.
AND
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.
  • Attention to Detail, such as participating in perimeter security and other related hardware software test and acceptance (T&A).
  • Customer Service, such as reviewing and refining user requests for computer perimeter security resources including hardware, software and services.
  • Oral Communication, such as communicating with personnel throughout institutions on job related matters.
  • Problem Solving, such as assisting a Team Lead in the development of budget forecasts, security plans, contingency plans, and IT initiatives in the field of perimeter security.
OR
You may substitute education for specialized experience as follows:
1 full year of graduate level education or superior academic achievement. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. Undergraduate or Graduate Education, for all grades, should be in:
  • computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
