The Data Core in the Office of Population Health is responsible for providing innovative analytics that have the power to transform the care we deliver at NYC Health + Hospitals. The Data Core normally touches risk targeting, access to care, depression, care management, outreach to the uninsured and support of incarcerated populations. Our mission is to use data to create information at the program, site and system levels. In June, NYC Health + Hospitals will launch Test and Trace (aka T2), New York City’s crucial effort to identify and contain COVID-19. Using the NYC Dept. of Health’s emergency response template, NYC Health + Hospitals is establishing “T2D2”, a unified system to handle data questions about the Test and Trace initiative. The Data Core seeks a T2D2 Testing Lead to coordinate data requests and answer important questions about testing data from city agencies, partners, internal leadership, press and governmental bodies.
Principal Duties and Responsibilities
The T2D2 Testing Lead will be responsible for answering all testing-related questions from City Hall, the City Council, the office of the president, the press office, the NYC Dept. of Health and other key stakeholders. He/she will wo/man the inbox in shifts, in coordination with colleagues who are covering the Trace and Isolate data for T2D2. He/she will clarify the necessary question to be answered with the requester; identify if existing dashboards can provide a quick and accurate answer; identify if existing cleaned datasets can provide the answer with vetted code; and collaborate with data and subject matter experts to produce an answer if no dashboards or data are readily available. This individual must be able to use SAS, SQL, R, Tableau and/or similar tools to ask clean questions of large datasets. He/she should be comfortable navigating an SQL Server relational database. He/she must also possess impeccable communication skills for both scientific and lay audiences. He/she must be able to work with a requester to translate a question to a mathematical concept that can be quantified. Finally, he/she must be able to work with a team to accomplish goals and meet tight timelines. The ideal candidate will be flexible, curious and excited by data puzzles that have the ability to push public health forward.
1. A Masters degree or advanced clinical degree from an accredited college or university and one (1) year of experience gathering and documenting business, clinical, and/or functional requirements using interviews, document analysis, workshops, surveys, site visits, business process descriptions, scenarios, business analysis, task and workflow analysis or related in a clinical, allied health, non-allied health, behavioral health, information technology, information services, business, analytics or related area; or, one (1) year of experience in a relevant clinical and/or healthcare administration role/function; or
2. A Baccalaureate degree from an accredited college or university and three (3) years of experience as described above; or
3. A satisfactory combination of education, training, and experience.
4. Specialty certification(s) issued by a national commercially available program, state, professional society, academic or technical institution in an area(s) listed above, may be credited on a month-to-month basis toward the required work experience for a total of one (1) year.
Experience in health care delivery systems, health information technology to support population health and healthcare.
Demonstrated experience with Tableau, R, SQL, SAS or similar
Demonstrated experience in the public health field.
Demonstrate initiative, sound judgement and flexibility; possess effective time management and organizational skills; and be able to work under deadlines and on multiple projects simultaneously. Position requires excellent verbal and written communication skills as well as strong quantitative skills.
Past experience in data analysis of healthcare or pharmacology data.
Detailed oriented and a commitment to innovation.
Strong interpersonal and communication skills are essential.
