CLASSIFICATION TITLE: COMMUNICATIONS DIRECTOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform professional work in the timely and efficient communication of City information to various audiences, including the news media, citizens, City Council, departments, staff members, and the public at large.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Serves as spokesperson for City; responds to media inquiries and questions, including after-hours and weekend media requests; provides print and broadcast interviews as needed; manages essential and time-critical communications activities; coordinates all television appearances of staff including breaking news interviews of Department Heads; acts on media requests; coordinates with other departments for timely delivery on requests; serves as media manager for events and emergency situations as needed.
Researches, writes and edits communications materials, including news releases, newsletters, columns, presentations, speeches, public service announcements, feature articles, and advisories; publicizes and informs media of upcoming meetings and events; coordinates information efforts during natural disasters; responds to Freedom of Information and other written requests; responds to citizen and visitor requests for information.
Develops and implements media and marketing plans; provides City officials guidance and direction regarding long-term strategic planning, such as vision, goals and objectives; develops and implements policies for communications; designs and produces all event and image advertising; designs publications and major presentations including printer-ready files; prepares annual State of the City report including design and graphics; designs all graphics used in City publications and campaigns; provides audio visual design and oversight for all major City campaigns and image pieces.
Manages electronic, social media and website; designs and manages City website; works with City staff and hired contractors to develop and maintain website structure and content; administers content management system; writes and posts copy; edits pages; updates images; designs and uploads documents, forms and surveys; monitors search engine optimization; tracks site analytics; prepares and posts message on electronic marquee; monitors City social media pages; posts messages to City social media pages.
Provides general oversight in all projects with City image and public relations impact; receives and processes sensitive, complex and confidential material and information; ensures compliance with applicable laws, rules, regulations, standards, policies and procedures; maintains comprehensive and current knowledge of applicable laws and regulations pertinent to activities.
Photographs City events; attends special events; captures images to use on website and in printed publications; edits photos; prepares photographic slide show for City Council meetings; organizes and maintains photo archive; purchases and maintains City photographic equipment.
Performs related administrative functions; attends meetings; provides information on communications activities and concerns; trains and supervises staff and interns; manages printing and communications contracts; manages special projects as assigned.
Makes recommendations regarding departmental budget; monitors expenditures to ensure compliance with approved budget; initiates requests for new and replacement materials, software, equipment, and/or parts for department equipment and resources.
Communicates with City officials, employees, other departments, residents, advertisers, contract labor, designers, outside agencies, the public and other individuals as needed to coordinate, direct and perform work activities, to review the status of work, to exchange information and ideas, to resolve problems, and to give and receive advice or direction.
Prepares, types, proofreads, and/or completes various forms, reports, news releases, articles, newsletters, posts, presentations, marketing materials, correspondence, letters, charts, graphs, spreadsheets, or other documents.
Receives various forms, reports, correspondence, logs, budget documents, invoices, purchase orders, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
Maintains awareness of new products, methods, trends, techniques, and advances in profession; reads professional materials; maintains professional affiliations and civic organization offices; attends meetings, conferences, workshops, and training sessions.
Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, publishing, spreadsheet, database, or other system software.
Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, or closely related field; supplemented by three (3) years of experience in public relations, media relations, or broadcasting, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a Georgia driver’s license.
