Berkeley Lab’s Biosciences Division has an opening for an Area Deputy, Operations. Reporting to the Biosciences Associate Lab Director (ALD), the Operations Deputy is responsible for identifying and aligning the resources needed to effectively manage and resolve the full range of business and operational needs and issues of the Biosciences Area Office. The Operations Deputy is responsible for the development and implementation of policies and procedures within the Area to ensure that division business and operations support the effective administration of the prime contract as well as the programmatic goals of the division. The Operations Deputy is expected to represent and speak for the ALD in decision-making and issue resolution in assigned areas of responsibility.
- Manage, lead, and promote the cost-effective integration of administrative and business support services into the Laboratory’s and BSA's scientific and operational units. Provide leadership and overall direction to the business of the Area in the following activities: proposals development and related pre-award support services, budgeting (financial planning and monitoring) for research programs in the Berkeley Operations Center of Biosciences and the ALD office.
- Provide operations and management support to the Environmental Genomics and Systems Biology (EGSB) and to the Molecular Biophysics and Integrated Bioimaging (MBIB) Divisions and Division Directors.
- Oversee the recruitment, supervision and development of administrative and professional staff (exempt and non-exempt), demonstrating an operational understanding of labor/employee relations issues and ensuring that all administrative employees perform their work in a safe manner and within a safe environment.
- Serve as the ALD's primary liaison with Human Resources. Partner with LBNL HR staff on behalf of the ALD, and EGSB and MBIB Division Directors to ensure best practices in Division workforce management (across all classifications), including recruitment, training, performance evaluation and salary management. Work closely with HR, Employee/Labor Relations staff and members of LBNL legal counsel to triage sensitive HR issues involving Biosciences employees. Support robust and vibrant Diversity, Equity and Inclusion activities for the ALD and the EGSB and MBIB divisions. Develop and run the Biosciences Mentorship program.
- Serve as a member of the Biosciences Management Team (ALD and Division Directors) and Excomm (Biosciences Executive Committee). Function in a lead capacity for the Operations Team to provide area strategic planning. Develop innovative solutions and provide effective consultation and guidance on administrative matters of broad impact and complexity at both the Division and Area levels.
- Oversee the communications, conference hosting, annual meetings, periodic reviews and seminars series activities for the ALD and the EGSB and MBIB Divisions.
- Take a leadership role in the re-engineering of LBNL and divisional business functions and processes to ensure administrative resources are properly utilized — with highest possible quality and quantity outcomes. Represent the Biosciences in Lab-wide administrative forums and meetings; lead and/or participate in Lab-wide initiatives.
- Working in partnership with the Chief Operating Officers of the Joint Bioenergy Institute (JBEI) and of the Joint Genome Institute (JGI), serve as contact point, spokesperson and source of information on program operation issues, needs and resources on behalf of the Associate Lab Director.
- Working in partnership with the Chief Operating Officers of the Joint Bioenergy Institute (JBEI) and of the Joint Genome Institute (JGI), oversee and ensure the implementation of the Bioscience’s Integrated Safety Management program.
- Working in partnership with the Chief Operating Officers of the Joint Bioenergy Institute (JBEI) and of the Joint Genome Institute (JGI), make recommendations and participate in formulation of key policies and decisions affecting the Area’s programs related to both short- and long-term strategic planning and to provide effective formulation and implementation of operational plans that ensure consistency within the Area and with Laboratory mission and goals.
- Assist the ALD and EGB and MBIB Division Directors in addressing a broad range of operational management issues affecting the Division’s scientific programs, and triage operational issues and concerns raised by research staff.
- Oversee the financial management of the Animal Care Facility (an LBNL recharge facility) in consultation with the ACF Scientific Supervisor and Facility Manager.
- Work closely with other members of Area management to optimize the Area’s infrastructure for current and future programmatic needs.
- Demonstrated outstanding organizational and managerial skills.
- Demonstrated knowledge and leadership ability in budget formulation and execution, procurement, financial analysis, property management, administrative management and human resource management.
- Substantial demonstrated experience in operational management functions in a research environment.
- Demonstrated knowledge of relevant Laboratory, DOE and UC policies, procedures and practices.
- Strong written and oral communication and negotiation skills. Ability to interact effectively at the management level within the organization and with other research institutions and external agencies. Proven ability to effectively interact with personnel at all levels throughout the organization. Effective consensus building and negotiation skills.
- Demonstrated ability to make independent decisions consistent with organizational goals, policies and procedures. Sound judgment and ability to take decisive action without all desired information. Strategic planning and implementation skills.
- Demonstrated supervisory skills, including previous experience dealing with AA/EEO issues and the ability to deal with sensitive employee relations issues. Previous experience with unions and ability to understand union contracts.
- Significant motivational, team building, mentoring and employee development skills.
- Computer literacy, e.g., internet browsers, email, Excel, Word, advanced information management systems.
Additional desired qualifications:
- Master’s degree in science, business, or related field and/or 10-15 years of equivalent experience.
- Knowledge of LBNL’s core scientific and technical competencies and of LBNL’s organizational and operational structure and functions.
