ICF is seeking an experienced Program Manager to join our Emergency Management team in the National Capital Region. This position is responsible for providing large-scale program management and subject matter expertise in emergency management exercise design, development, delivery, and evaluation. An active high level security clearance is desired.

What you will do:
Support development of national exercise strategy through analysis of data on risks and capability gaps across the nation
Provide expert guidance and technical support on the design and development of exercises that meet national objectives
Lead support for the execution and evaluation of multi-jurisdictional, multi-discipline, and senior leadership discussion-based and operations-based exercises
Engage with the interagency and other emergency management stakeholders at all levels of government
Manage the ICF project(s), including staff and subcontractors performance, work quality, and schedule
Manage reporting of project and deliverable status, task completion, and resource expenditures
Prepare briefings regarding program activities, capabilities, requirements, initiatives, and technologies

What you will need:
Masters in Emergency Management or related field or Bachelor’s
5 + years of relevant emergency preparedness and operations experience
5+ years of experience in designing, developing, executing, and evaluating HSEEP exercises at the federal and state level
5+ years of experience working collaboratively with federal, local, and state emergency management agencies, including senior and elected officials
10 + years of progressive management experience, including 6+ years of experience managing large projects (more than 10 staff and multiple subcontractors)
Understanding of national preparedness doctrine, including National Response Framework, HSEEP, National Incident Management System

Preferred Skills/Experience:
Project Management Professional (PMP) certification
Experience working with FEMA leadership and interagency
Able to coordinate a large number of projects simultaneously under pressure with very tight deadlines
Knowledge of federal and state emergency management programs Ability to translate complex concepts into tangible and functional products

Excellent verbal, interpersonal and written communication skills
Strong analytical, problem-solving and decision making capabilities
Team player with the ability to work in a fast-paced environment - Proficient in MS Office Suite
