Assist the USCG C3CEN with requirements engineering, requirements analysis and requirements management. Work includes all aspects of the C3CEN engineering processes related to reviewing, updating, and documenting requirements, as well as assisting C3CEN Product Line and Core Technology Managers with implementation of requirements processes.
Provide C3CEN Product Lines and Core Technologies with ongoing development and analysis of requirements in accordance with the Coast Guard's Major System Acquisition Process (MSAM), and System Engineering Lifecycle (SELC)
Provide the development of the baseline requirements and architecture for C3CEN Product Lines and Core Technologies based on requirements documents and appropriate requirements from the existing requirements and architecture.
Perform the transition of the existing related requirements documentation to the HP Quality Center and System Architect (SA) tool.
Provide for up/down/lateral requirements traceability within and between the HP Quality Center and SA tools.
Support CG methods or decisions in the disposition of the requirement/architecture gaps analyzed and reflect any changes in the requirements/architecture baseline.
Leverage existing technical baselines for documenting requirements and to associate system/asset-level functional or performance requirements.
Perform analysis of system/asset-level functional and performance requirements to determine gaps (i.e., parent-to-child relation inconsistencies, architecture structure omissions, etc.) and deficiencies in requirements.
Support CG methods or decisions in the disposition of the requirements gaps analyzed and reflect any changes in the requirements/architecture baseline.
Provide the functional and performance baseline for C3CEN Product Lines and Core Technologies.
Support the identification of capability and requirement gaps of C3CEN Product Lines and Core Technologies.
Provide services to manage requirements via the use of HP Quality Center database.
Provide services to Product Line/Core Technology managers and system engineers to analyze functional or operational requirements to establish system, derived and additional engineering requirements.
Provide the technical baseline in HP Quality Center for C3CEN Product Lines and Core Technologies which will provide for a fully linked need/gap/capability/requirement hierarchy.
Support the maintenance of all C3CEN Product Lines and Core Technologies requirements in the HP Quality Center database.
BA/BS Degree - Computer Sciences or Information Technology degree preferred
Able to pass a government background check with Homeland Security
2-4 yrs relevant experience
Able to read, write, speak and understand English.
Demonstrate proficiency in:
HP Quality Center
Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
IBM Rational DOORS
Able to plan and perform product line requirements analysis, and requirements management for complex systems that require a working knowledge ofC4IT systems and related technical skills
Design and prepare engineering reports and related documentation.
Prepare and deliver presentations and briefings.
