SUMMARY

Responsible for overall management and day-to-day operations of SMOC's Rental Assistance Program, including the Section 8 Housing Choice Voucher Program (HCVP) and Moving to Work (MTW) Program, the Massachusetts Rental Voucher Program (MRVP) and other special programs such as the Veterans Affairs Supportive Housing Program (VASH), and the Family Unification Program (FUP). Responsible for managing and coordinating program functional areas such as case management, outreach and tenant selection, program compliance, and for developing and implementing the operational systems, program policies and procedures that ensure high quality services and contract compliance to its funding source.

PRIMARY RESPONSIBILITIES

Manage the operational and fiscal activities of the program/department to include: staffing levels, budgets, and financial goals.
Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with company policy.
Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.
Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.
Responsible for all aspects of planning, direction and supervision of assigned staff and functions in the administration of various rental assistance programs.
Analyze Rental Assistance Program operations to ensure overall program, data, and financial compliance with federal and state regulations
Monitor all hard deadlines associated with the program, i.e. monthly leasing goals, projections, on-time recertifications, terminations, overdue subsidy, quality control corrections
Evaluate and provide timely feedback to staff on performance related matters. Assess and identify staff member's strengths and developmental needs.
Develop strategies to strengthen staff and program performance based on regular analysis of quality control results
Interpret program policies and procedures and implement staff training and curriculum to include new policies and procedures and regular refresher trainings.
Oversee collection and maintenance of data and statistics and other internal reporting requirements to meet contractual obligations for funding sources;
Work closely with funding source and staff to resolve any data discrepancies;
Establish and maintain strong, collaborative relationships with internal staff and departments, owners, landlords, community groups, funding sources, and other housing related departments or agencies to achieve goals;
Review reconciliation of rental assistance financial transactions with SMOC Administration on a monthly basis and as needed
Mediate and resolve any internal conflict as well as tenant/ landlord disputes.
Attend local and statewide meetings as necessary as a representative of the agency
Directly supervise Assistant Program Director, FSS Coordinator, QC Specialist, and Data Coordinator

KNOWLEDGE AND SKILL REQUIREMENTS

Bachelor's degree or the equivalent combination of education and experience;
Minimum 5 years’ experience in housing or social services;

Must maintain the following certifications:
  • HCV Eligibility Certification
  • HCV Rent Calculation Certification
  • Supervisory Management Certification
  • EIV Workshop and Training
  • HCV Occupancy Certification
  • HCV Specialist Certification
General understanding of HCV/ HUD accrual based accounting
Proficiency with MS Office (Word/ Excel/ Power Point)
Sensitivity to the needs of economically disadvantaged clientele
Knowledge of Federal Section 8 and State MRVP/ AHVP programs
Ability to work well in a very high volume and productivity environment
Excellent verbal and written communication skills
Experience with adhering to confidentiality requirements
Ability to work both independently and in a strong team environment
Ability to meet deadlines and manage tasks accordingly
Strong organizational and planning skills
Mobility to use office machines, sitting, standing, ability to lift archive boxes filled with files

PHYSICAL REQUIREMENTS

Lifting, bending, climbing stairs, driving to meetings

ORGANIZATIONAL RELATIONSHIP

Directly reports to Energy & Financial Assistance Division Director

Indirectly reports to COO.

Direct reports of this position are Rental Assistance Program Assistant Director, Family Self-Sufficiency Program Coordinator, Quality Control Specialist, Data Coordinator.
Indirect reports of this position are: Program Rep Supervisor, Inspection Supervisor, Program Representatives, HQS Inspectors, Administrative Assistant, MRVP Program Rep/
WORKING CONDITIONS

As part of the responsibilities of this position, the Program Director will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
