Departmental Systems Analyst (Open and Promotional)

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking highly qualified candidates for three Departmental Systems Analyst positions. This is an excellent opportunity to join a robust, hard-working departmental IT team.

In general, the Departmental Systems Analysts:
Provide complex analytical support to the maintenance and/or modification of existing systems and development of new systems
Serve as liaison between business users and information technology staff, vendors and service providers
Provide technical and analytical support and training to system users
Perform system administration functions to ensure security and effective operation
Develop and maintain a variety of automated files, records and databases
Prepare and distribute new procedures, training materials and a variety of ad hoc reports
Perform other related duties as required and/or assigned

Incumbents in the position of Departmental Systems Analyst (DSA) will have:

General knowledge of both departmental and program operations and information system capabilities, which will enable effective interactions between technical and non-technical staff
The ability to explain and document the needs and requirements of each to the other
The ability to participate in the development of systems that effectively support department and program operations

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer (ACRE) is involved in multiple technology initiatives aimed at replacing legacy systems, upgrading applications, and implementing new technologies. A major project undertaken by ACRE is the development of a new Assessor Property Assessment System (APAS) based on the Salesforce platform. A second major effort is the cleansing and migrating of legacy data. Other initiatives relate to upgrading existing Clerk-Recorder systems, SharePoint and other tools' implementation and support.

The three (3) DSA positions will be assigned to the projects as follows:

DSA Position 1: APAS Project
DSA Position 2: Data Cleansing and Migration Project
DSA Position 3: Clerk-Recorder upgrades/ACRE applications implementation and support

Below are the specific requirements for each of the DSA positions:

DSA Position 1: APAS Project

The DSA will:
Act as the liaison and domain-knowledge expert between the end users and IT engineers, analysts, and technicians related to various applications/systems, technologies, business workflows, data flows, and IT processes
Lead and conduct business elicitation gathering using appropriate techniques
Analyze business, systems, and data requirements; present and reviews findings to the required project team members; and secure appropriate sign-offs
Perform as-is and to-be analysis on business process workflows or systems data flows and recommends quality improvement opportunities while in the project planning and requirements gathering phases
Conduct analysis of business workflows or business processes, data models, and business models; enforce requirements traceability and make recommendations for greater efficiency, as appropriate; and produce appropriate requirements artifacts such as Business Requirements Document (BRD), use cases, diagrams, logical design, and screen mock-up
Conduct business architecture analysis and develops business processes and data flows aligned to enterprise architecture vision
Ensure continuous user involvement in the analysis, development, and implementation process of new applications, enhancements, and fixes through organization and facilitation of cross-functional meetings
Lead or assist in the development of User Acceptance Test (UAT) scripts and UAT testing as documentation of program development; perform functional testing on developed OR packaged software to ensure it meets design specifications prior to end user testing; and secures appropriate sign-offs
Support and report on post-production implementations; monitor performance of new systems; and document findings and recommendations for improvement, as needed
Work with other DBAs or developers to provide business analysis/impact on troubleshooting of data-related project or production issues; and test and ensure approved solution is deployed in accordance with existing release management process
Coordinate production support items with Help Desk Support team
Create and maintain documentation on the system/applications used by the department
Provide input in development of conversion and software implementation project plans on assigned projects; work with developers to coordinate completion of systems change control requests and schedules for movement of application across regions (Development to Acceptance to Production); obtain approvals of project documentation and implementation plan (or coordinates with project manager, as assigned); and file project documentation
Conduct training and provide design/technical guidance and direction to new IT junior personnel and other business users, as required; and provide timely technical advice to IT Managers relative to methodology or technology innovation

The ideal candidate for this position will:
Have a solid understanding of system development methodologies and techniques and an excellent grasp of database concepts and principles, i.e., transactional, analytical, reporting, etc.
Be an excellent analytical thinker and possess good problem-solving and communication skills
Have project management, leadership, initiative, and technical skills including some software development experience
Be required to work non-standard hours at times and partner with all technology disciplines
Have a bachelor's or master's degree in information systems, public administration, business administration, or a closely related field
Have experience in California Property Assessment systems (optional)

Qualifications include knowledge of:
Agile Methodology – SCRUM
Microsoft Office products such as Word, Excel, Power Point, Excel (advanced level)
Flowchart/Diagramming software like Lucid Chart, Visio etc.
Certified Business Analysis Professional (Optional)

DSA Position 2: Data Cleansing and Migration Project

The DSA will:
Work closely with business SMEs to analyze the legacy data from various sources and translate/interpret the data to the vendor team. Legacy data resides in AS/400, MS Access, MS Excel and MySQL.
Have a strong understanding of the legacy data and the target data model in order to create data mapping in collaboration with the SMEs and the Vendor.
Perform various types of analysis for data extraction, data profiling such as uniqueness analysis, range analysis etc.
Document the detailed Data Cleansing Requirements, Business Rules, Data Rules and list of standard data values based on the findings from Data Profiling
Devise data cleansing strategies and procedures
Oversee both manual and automated cleansing activities
Test the data extraction, data profiling, data cleansing process standardization and load process thoroughly to make sure that requirements are met
Produce data cleansing results reports, error/exception reports for the business SMEs
Review the error/exception reports and take any necessary actions to correct the data and improve data quality.
Develop and implement data migration strategies and processes · Implement Data Governance by incorporating processes, policies, guidelines and responsibilities for administering Assessor's entire data in compliance with policy and/or regulatory obligations

The ideal candidate for this position will have:
Worked as a Lead Data Analyst and completed at least two (2) medium to large legacy data cleansing and conversion projects
Extensive experience in Data Mapping, Data Cleansing, Data Analysis, Data Testing, Data Validation, Data Flow, Reporting and Presentation
Technical expertise with data models, database design development, and data profiling techniques
Have project management, leadership, initiative, and technical skills including data modelling/analysis/migration experience
Have a bachelor's or master's degree in information systems, public administration, business administration, or a closely related field
A data-oriented personality and an excellent eye for details
Excellent oral and written communication skills and the ability to effectively communicate with both technical and non-technical personnel
Knowledge of data governance principles

Qualifications include knowledge of:
Data Architecture and database design
Microsoft SQL, Microsoft Access, Microsoft Excel and other MS office products (advanced level)
Talend Data Management Platform (Optional)

DSA Position 3: Clerk-Recorder upgrades/ACRE applications implementation and support

The DSA will:
Act as the liaison and domain-knowledge expert between the end users and IT engineers, analysts, and technicians related to various applications/systems, technologies, business workflows, data flows, and IT processes

Qualifications
Education: Equivalent to graduation from a four-year college with major coursework in public administration, business administration, information systems, or a closely related field.

Experience: The ideal candidate will have three to five years of responsible experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including at least three years of experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities.

Anyone may apply. Current San Mateo County employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help, or temporary position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%).

Panel Interview - The panel interview is a standard component of most Civil Service selection processes. Each candidate will be interviewed individually by a panel of three (or more) subject matter experts. All candidates will be asked the same questions, in the same order, for approximately the same amount of time. Responses to each question will be scored based on pre-determined scoring criteria. Each candidate will receive an overall interview score which will determine that candidate's ranking or placement on the eligible list.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
