JOB OVERVIEW: The Program Manager leads the U.S. Naval (USNA) Base Operations Support (BOS) contract in Patuxent River, MD. This role leads decision making and management of a skilled technical team at the USNA, America’s premier institute of higher education for undergraduate midshipmen. The contract is managed by the Naval Facilities Engineering Command (NAVFAC) at Norfolk, VA and at USNA.

RESPONSIBILITIES AND DUTIES:

  • Serve as single point-of-contact for project activities and leads a skilled facilities O&M team
  • Documenting customer requirements based upon business and mission goals, evaluating existing business architecture and identifying gaps, solutions and impacts to existing applications, workflow, and infrastructure, including cost, schedule, and resources
  • Oversees all financial activities including managing project profitability and loss control, reviewing time sheets, approving purchases, confirming quality supply chain
  • Work closely with Collective Bargaining Unit leadership and members
  • Work closely with supervisors and lead technical personnel to properly understand customer requirements and successfully initiate/complete projects
  • Adhering to Valiant and government processes, regulations, and statutes
  • Direct personnel work assignments and staffing with qualified workers interfacing with client’s contracting leadership and achieving key financial measures
  • Directs all phases of programs from inception through completion
  • Assist in other business development, capture, and program management activities

QUALIFICATIONS:

  • Minimum of 10 years’ Base Operations Support (BOS) contract experience
  • US Naval Graduate preferred
  • Ideal candidate will possess 8 years Naval Engineering Facilities Command (NAVFAC) experience
  • Previous experience managing a unionized work force of 100+ persons
  • Demonstrated experience and ability to develop customer intimacy/customer partnership and excellent working relationships with internal management, customers and industry peers at various management levels

EDUCATION REQUIREMENTS:

  • Ideal candidate will have bachelor’s degree in business, engineering, management, or similar and relevant discipline
  • Project Management Professional (PMP) certification preferred
