Strategic Analysis, Inc. (SA) seeks a Program Scientist to provide scientific expertise and programmatic advice as it relates to the Department of Defense (DoD) basic research portfolio. The Program Scientist will have regular contact with DoD S&T leadership in the Office of the Secretary of Defense and across the Services, as well as academia. The Program Scientist will work both independently and collaboratively to analyze, assess, and evaluate DoD RDT&E 6.1 programs and investments in technical areas, most notably quantum sciences. The Program Scientist will assist the Basic Research Office (BRO) mission to set scientific priorities aimed toward ensuring DoD is a leader in scientific discovery and identifying new paths for investigation.
Assist in developing a basic research strategic plan and drafting documentation for DoD-wide dissemination.
Maintain broad situational awareness of research and development efforts involving basic research, to include interagency coordination.
Provide input into policy formulation through research, analysis, and external coordination.
Prepare weekly reports, information papers, action memoranda, emails, and other basic research program documents.
Assist in goal setting for the BRO within the Office of the Secretary of Defense and to continuing assessment of progress toward established goals.
Assist the Director for Basic Research in developing unfunded requirement papers, issue papers, briefings, and other programmatic documentations.
Assist in developing technical content and agendas for programmatic reviews and meetings.
Active DoD Secret clearance is required.
Master's degree (physical, applied science or other S&T related field); PhD preferred.
Five (5) years recent and relevant experience preferred.
Background in physical sciences, materials sciences, or applied mathematics and computational sciences preferred, to include quantum physics, quantum information, and computational models.
Understanding of the academic/grant writing process through previous experience or independent research.
Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise is desired.
Demonstrated success in the conception and execution of new projects (i.e., with no pre-existing business processes), and without detailed guidance from the client.
Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation; ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables.
