General Description

As a member of the new Traffic Simulation and Safety Analysis Section, performs traffic engineering work in addition to providing technical assistance, guidance documentation, training, and support to the districts and other division staff, in the planning, development, and review of highway capacity analysis, traffic simulation, and safety modeling and analysis, associated with preliminary (schematic) design, Interstate Access Justification Reports (IAJRs), Design Exceptions, and other project development processes and documentation supporting preliminary through final project design. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

The essential duties for this job include:
Transportation Engineer IV

Acts in an advisory capacity and answers technical questions regarding highway capacity analysis, traffic simulation, and safety modeling and analysis.
Assists in the development, publishing, and delivery of technical training and guidance to project personnel.
Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic simulation and safety analyses projects.
Coordinates traffic engineering studies and traffic counts.
Drives/travels to project/work locations to make onsite engineering reviews, analyses, and to provide technical support.
Makes presentations and represents TxDOT.
Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, monitors consultants' progress and work quality, checks invoices and associated documents, prepares supplemental agreements, monitors the consultant's compliance with the terms of the contract, as consultant project manager.
Performs and/or reviews capacity analyses, traffic simulations, modeling, and safety analyses associated with Interstate Access Justification Reports, Design Exceptions, and other processes in support of preliminary and final design.
Provides traffic engineering support for districts in project development.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects and performs other job responsibilities as assigned.
Transportation Engineer V

Oversees and/or performs traffic engineering studies including traffic simulation, modeling, and safety analysis in support of preliminary and final design.
Provides traffic engineering support for districts in project development, reviews traffic engineering studies and supporting documentation associated with Interstate Access Justification Reports, Design Exceptions, and other processes in support of preliminary and final design.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects. Performs other job responsibilities as assigned.
Transportation Engineer VI

Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
Assists in the development, publishing, and delivery of technical training and guidance to project personnel
Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic simulation and safety analysis projects .
Coordinates traffic engineering studies and traffic counts.
Drives/travels to project/work locations to make onsite engineering reviews, analyses, and to provide technical support.
Makes presentations and represents TxDOT.

Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, as project manager
Oversees and performs traffic engineering studies, traffic simulations, modeling, and safety analyses associated with Interstate Access Justification Reports, Design Exceptions, and other processes in support of preliminary and final design.
Represents the district/division at technical meetings at local, state, and federal levels.
Reviews traffic engineering studies, traffic simulations, and safety analyses in support of preliminary and final design and performs other job responsibilities as assigned.

Work Experience

6 years in Transportation engineering
(Experience can be satisfied by full-time or prorated part-time equivalent)
Related graduate level education may be substituted for experience on a year per year basis.
Transportation Engineer VI

7 years in Transportation engineering including 3 years as a Licensed Professional Engineer (LPE)
(Experience can be satisfied by full-time or prorated part-time equivalent)
Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

Transportation Engineer IV, V, VI

Licensed Prof Engineer
Safety Impact Certificate (to be issued by TxDOT at time of hire)
Valid driver's license

Other Conditions:
If performing underwater bridge inspections: Must have Open Water Diver certification.
For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
This is a Safety Impact position and will be subject to random drug testing.
