IT Application Development Lead Architect (Administrative Supervisor 4)

The New Jersey Judiciary is seeking an Administrative Supervisor 4 in the Office of Management and Administrative Services (OMAS) Office Automation Unit to primarily serve as a cross-product expert for all IT-related purchasing requests and other IT-related projects. In the role of cross-product expert, the Administrative Supervisor 4 will act as the intermediary between Finance and the Information Technology Office (ITO) and will analyze and evaluate the scope of each IT-related request; assess the necessary funding, staffing and timeline required for each project; and provide technical guidance and recommendations to the Finance Division regarding these requests. The position will also assist the Human Resources Classification Unit in analyzing requests to fill and reclassification requests for technological positions. In addition, the selected candidate will lead new OMASapplication development efforts and support development initiatives related to PEGA-basedpaperless projects, data analytics, and Business Objects reports.

The Administrative Supervisor 4 will directly supervise and provide technical direction to a team of Information Technology Analysts in the Office Automation Unit responsible for development and support of various OMASre-engineering initiatives. In the role of team leader, the position will work closely with business partners on day-to-day operational issues, as well as enhancements and future developments; meet with business users to understand concerns and needs; and lead entire end-to-end application development in both Java and PEGA.

The successful candidate will be responsible for:

  • Reviewing and analyze all IT-related purchasing requests and other projects, including analyzing and evaluating the scope of each project and purchasing request.
  • Assessing necessary funding, staffing and timeline of each IT-related project and purchasing request.
  • Providing technical guidance and recommendations to Finance division regarding the approvals of each IT-related purchasing request and project and how much funding should be provided.
  • Providing assistance to the Human Resources Classification Unit in reviewing requests to fill and reclassification requests.
  • Supervising/Leading Architect for PEGA, JAVA, J2EE and data analytics projects and re- engineering efforts.
  • Identifying businesses processes that can be augmented or automated to increase efficiencies.
  • Providing vision to convert Visual Basic and Access programs to new technology and provide other innovative solutions to new technology projects.
  • Providing production support, enhancement and end-to-end maintenance for all OMAS related systems.
  • Acting as the single point of contact for users/business groups for support and maintenance on systems.
  • Defining tasks, create plans, and assign job responsibilities and deliverables for team members.
  • Developing vision or leadership strategies to accomplish organizational or unit goals.
  • Formulating plans for utilization of available funds, personnel, equipment, materials, and supplies.
  • Formulating and implement Judiciary policies and procedures for change management, Production Data Access, project development lifecycle (SDLC), security policy and other relevant policies.

Salary: $70,037.88 (Starting salary will normally be at the minimum but may go up to 15% above based on education and experience)

JOB REQUIREMENTS

Graduation from an accredited college or university with a Bachelor's Degree and five (5) years of professional experience, two (2) years of which shall have included experience in designing, implementing, maintaining, and supporting information technology systems and services in the mainframe, server, and network environments. May include analyzing and resolving complex technical problems; generating and testing applications code; performing database administration; administering data security; operating enterprise computer systems; contingency planning, implementing telecommunications facilities; and developing and/or conducting training on IT systems, concepts, applications, policies, or security.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year for year basis with one (1) year of such experience being equal to thirty (30) semester hour credits. An Associate's Degree and two (2) years of additional paraprofessional and/or professional experience may be substituted for a Bachelor's Degree. A Master's Degree may be substituted for one (1) year of general experience as indicated above. A Law Degree may be substituted for two (2) years of general experience as indicated above.

Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” all persons newly hired by the Judiciary must establish, and then maintain, principal residence in the State of New Jersey.

US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
