Engineer Project Management
Primary Responsibilities and Duties:
The 28th Civil Engineering Squadron (28 CES) located at Ellsworth AFB in the vicinity of Rapid City, South Dakota, provides support to the Civil Engineer (28 CES/CC), Operations Flight (CEO), and Engineering Flight (CEN) for Ellsworth AFB and throughout the 28th Bomb Wing installation. This position will provide the 28th CES with Air Force project programming capabilities. The Engineer will support the mission to evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities including utility systems, utilizing a professional knowledge of multi-discipline engineering. The Engineer will be part of a team providing support for the accomplishment of Operations and Maintenance (O&M), military family housing (MFH), nonappropriated fund (NAF), Special Interest programs, host-tenant, host-nation, real property maintenance by contract (RPMC), Sustainment, Restoration, Modernization, & Demolition (SRMD), and/or military construction (MCP/MILCON) programs/projects.
This position will help provide temporary engineering services at the 28th Civil Engineer Squadron (28 CES) to perform Air Force programming, engineering and construction management for FY20 and FY21 through FY22 construction projects as assigned. These projects and requirements are directly attributable to the Force Improvement Program (FIP), future planning, and the surge engineering workload at Ellsworth AFB. A total length of 3 years is expected to align with the effort to right-size the engineering flights throughout the Air Force.
The Engineer shall provide Air Force civil engineering project management capabilities. The Engineer shall apply knowledge of other disciplines to determine coordination required ensuring all design, construction, or maintenance operations considerations have been addressed.
Minimum Personnel Qualifications:
Individual shall possess a minimum at least Bachelor's degree from an ABET school in engineering in one of the following curriculums: Mechanical, Electrical, Civil Ability to plan, organize, and lead others in designs, and construction projects, record and manage the processes and documentation Able to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures. Ability to provide professional cost estimating calculations and professional cost estimating documents that can be provided for contracts and professional project development. Minimum 3 years of experience utilizing engineering techniques in the operations, maintenance, repair, or construction of infrastructure facilities, including buildings and utility systems.
Essential Functions and Responsibilities
Preparation of formal briefings, project management documents and status reports. Support 28 CES's expanded mission and support internal operations to ensure quality assurance of its products and services. Assist with schedule support, project level meeting attendance, database support, and budget submittals. Provide cost/schedules/status report reviews, scientific and technical research/document reviews/recommendations, and analysis of program and project data gaps. Provide assistance with Quality Assurance and Control of Architect Engineer (AE) designs. Ensure compliance of designs with base standards along with engineering and building codes. Provide Quality Assurance and Control over Construction Contractors for construction projects. Assists in defining requirements, developing and integrating execution strategies, Statement of Objectives (SOO), Statements of Works (SOW), Performance Work Statements (PWS), programming documents, DD 1391s, Form 9s, cost estimates, and other components of acquisition packages to support the 28 CES mission. The contractor shall capture and document processes and records as needed to support the design, development, construction and close-out of 28 CES requirements as described herein. Uses cost estimating tools (such as PACES and RS Means) to produce government estimates. Assesses validity, feasibility, and impacts (economic, environmental, etc.) of short and long range plans, projects, and base development actions, and integrates with overall installation plans and makes recommendations to the Government. Reviews contract deliverables and confirms project progress. Advises on contract modifications or adjustments for CES PM approval. Coordinates project activities with effected stakeholders. Keeps abreast of emerging technology for incorporation into projects and program.
The Engineer will have access to unclassified automated information systems including email, in accordance with DoD 5200.2-R, Personnel Security Program, personnel must have, at a minimum, a completed favorable National Agency Check plus Written Inquiries (NACI).
