Technical Writer (P)



HMS TECHNOLOGIES is seeking candidates to support a Department of Veteran Affairs (VA) contract providing Information Security (IS) Program and Portfolio Management (PPM) and Technical Support services, including strategic planning, project and program management, and technical support, for VA’s Office of Information Security Policy and Strategy (ISPS).

HMS is seeking a Senior Technical Writer/Editor to edit and assist in the creation of various reports supporting the review of Project Management Plans, Strategic and Management support documents, meeting support documents, and various other program and project management support documents for the portfolio of programs and projects under ISPS. The qualified candidate will have experience in technical writing and editing at the highest level of federal government support. The candidate will also assist in the creation and editing of How-To Guides for ISPS, and managing the document repository.

Position Responsibilities:

  • Support the creation of and editing of all reports in this project supporting ISPS
  • Assist in creating and maintaining agendas, presentation materials, minutes, and follow up actions for ISPS meetings
  • Edit the Contractor’s Project Management Plan
  • Assist with the documentation of the ISPS Operational Integration Hub and Master Activities Calendar
  • Assist with creating Weekly Status Reports and Dashboard inputs
  • Provide editorial review of all strategic and management planning support documents generated in this project
  • Assist with the SharePoint Acton Item and Assignment Tracker
  • Assist with technical editing of OIS Performance Review analysis reports, Monthly Performance Review analysis reports, and Mid-Year and Annual Review Reports and Briefings
  • Create and maintain How-To Guides for ISPS and manage the repository

Required Skills and Experience:

  • Demonstrated success as a Technical Writer and Editor on federal government projects
  • Experience in editing narrative and graphic products to identify and correct grammatical formatting and logic errors and to identify logical inconsistencies that will require author attention
  • Experience in the application a variety of word processing, spreadsheet, graphics, and scheduling tools
  • Experience in meeting with authors and other team representatives to review documents, compile inputs/corrections, resolve incompatible comments, and provide final publishable documentation
  • Experience in explaining in simple language scientific and technical ideas that are difficult for the average reader to understand
  • Experience interfacing with senior government officials
  • Ability to be a strong, self-motivated, independent individual that promotes teamwork
  • Strong customer service orientation and ability to communicate effectively to executive level customers
  • Excellent written and verbal communication skills
  • Ability to adapt well to diverse environments
  • Ability to communicate clearly with all levels in an organization
  • Excellent interpersonal skills and ability to work collaboratively in dynamic team environment


  • Bachelor’s degree in a Business discipline (8 additional years may be substituted for education)
  • 5-10 years of relevant experience as a Technical Writer and Editor for government contracts
  • 5 years of experience working in a VA or Department of Defense (DoD) environment
  • Experience supporting information security projects preferred
