Summary: The Project Manager (PM) will provide the appropriate oversight to cover RRS&T contractors performance at Western Area Power Administration’s (WAPA) Desert Southwest Office (DSW) located at 615 South 43rd Avenue, Phoenix, Arizona, 85009. Additional personnel will be supervised at the Mead Substation located at 2051 Buchanan Blvd, Boulder City, NV 89005 and the Gila Substation located at 9600 S Araby-Blaisdell Rd, Yuma, AZ 85365. The PM will assist the DSW in serving customers in Arizona and Nevada. DSW’s mission includes maintenance and operation of the high-voltage transmission system including nearly 40 substations and 3,100 miles of high-voltage power transmission lines. In support of the DSW’s mission, Red Rivers Science & Technology selected PM with provide oversight to the following functional areas: Administrative, Warehouse, Facility and Fleet personnel while maintaining customer satisfaction and a cost-effective program that complies with all applicable WAPA, DOE, Federal, State and Local applicable regulations. RRS&T selected PM is responsible for managing and scheduling RRS&T personnel in order to meet the minimum requirements of the PWS, including reasonable fluctuations which may occur across functional areas.

Specific Functions/ Responsibilities:

  • Oversee three (3) different performance sites with travel as necessary (within 50 miles)
  • May require travel outside of 50-mile radius as contract requires
  • Authorized supervisor for technical and administrative performance of all work
  • Primary point of contact between the RRS&T corporate and the Contracting Officer's Representative
  • Management of a diverse project encompassing the operations of facilities maintenance, warehouse, fleets/mechanics and administrative support.
  • Primary interface between DSW and contract personnel ensuring tasks are completed with the highest standards of quality and best in class customer service
  • Meets with the COR and provides weekly updates on work completed and status of any ongoing projects.
  • Resolves personnel issues/problems and ensures training, certifications, license, and any other deadlines are up to date
  • Ensures all requirements of the PWS are filled with the qualified personnel
  • Reports all issues to COR. If unresolved or COR not available report to Contracting Officer
  • Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.

Minimum Required Education and Experience:

  • Bachelor’s Degree in Business or Engineering AND 2-4 years of related experience; OR
  • 8 years of Project Management Experience
  • This contract requires the select candidate to pass the Department of Energy’s (DOE) security clearance; eligible candidates must be able to clear a Background Check/Investigation.
