Title: Policy Program Manager

Grade: Full-Time (40 hrs/week); Exempt

Reports to: Program and Operations Director

Major Work Function:

The *Policy Program Manager*will lead SAFSF’s public policy work, which includes coordinating state and national policy programming related to the farm bill and other food and agriculture topics and representing the network to policymakers and to the media. The position involves considerable leadership responsibilities as well as administrative duties, with continuing opportunities for professional growth and education with regard to philanthropy, agriculture, and food systems issues. Working in tandem with the other members of our program staff, s/he will report to the Program and Operations Director.

Working Relationships

Internal: Frequent contact with staff, Policy Committee members, and New Venture Fund staff.

External: Frequent phone and in-person contact required to develop and sustain strong, professional, productive working relationships with SAFSF members and philanthropic partners; public, nonprofit, and business communities; and media professionals, consultants, and outside vendors.

Policy and Strategy Development

  • Work with the Executive Director, Program and Operations Director, and Policy Committee to manage the process of developing annual policy priorities and design a policy agenda with effective strategies, realistic goals, and performance measures.
  • Provide coordination to funders working on the farm bill and related food and agriculture policies (e.g. FINI, CNRA) to deepen communication, collaboration, and common goals among funders.
  • Provide coordination of activities that will meet SAFSF’s three- to five-year goals in our partnership with the National Association of State Departments of Agriculture (NASDA).
  • Research and stay abreast of developments in sustainable agriculture and the interplay/relationship to policies and policy perspectives, possibilities, threats, and opportunities.
  • Monitor and analyze relevant activity on Capitol Hill, in the executive branch, and in peer advocacy organizations to inform the development of timely programming and support funder coordination efforts.

Education and Advocacy

  • Lead membership capacity building around policy work.
  • Lead the development and management of effective working relationships with key policymakers.
  • Support SAFSF members in meeting and communicating directly with state and national decision makers.
  • Develop effective partnerships with other national and regional organizations engaged in policy education and advocacy, and ensure SAFSF representation within key working coalitions.

Communications and Publications

  • Draft regular communications to SAFSF member organizations on policy and strategy issues.
  • Frame and articulate advocacy-related messages in coordination with the Policy Committee and other staff.
  • Represent SAFSF in a variety of capacities, including speaking engagements, written presentations and correspondence, and participation in conferences and meetings.
  • Draft quarterly policy program updates for SAFSF’s Steering Committee and contribute to SAFSF publications as needed.

Organizational and Financial Development

  • Develop and maintain good working relationships with SAFSF members and other food and farm organization staff that play an active role in policy work.
  • Oversee strategic plan implementation on those goals directly related to policy work.
  • Prepare agendas and SAFSF policy meeting materials in tandem with other staff.
  • As needed, assist the Executive Director in raising funds for policy related activities. This will include providing input to grant proposals, reports, and evaluations as needed regarding policy content.
  • Maintain project management tools regarding policy activities, including calendar coordination with other staff.

Minimum Work Requirements

Fluency in English required. Demonstrated knowledge and interest in networks and organization-building. Knowledge of philanthropy preferred. Reliability, flexibility, quick mind, commitment to lifelong learning, and a sense of humor are strongly valued.

Experience:

  • Minimum 7-10 years demonstrated program development experience
  • Experience facilitating events, virtual and in-person, with diverse participants
  • A strong understanding of sustainable food and agriculture policy impacting conservation, environmental protection, farm entry, commodity and crop insurance programs, tribal communities, rural development, agricultural research, food safety, climate change, local and regional food systems, farm labor, and related topics
  • Experience advocating or working with state, tribal, or federal legislatures and/or within state, tribal, or federal agencies
  • Experience analyzing policy from a racial justice standpoint
  • Experience working with individuals across political affiliations

Skills and Abilities:

  • Outstanding interpersonal skills, and a high level of discretion and confidentiality for both business and personal affairs
  • Ability to work with minimal supervision and effectively manage multiple projects simultaneously
  • Excellent written and verbal communication and public speaking skills
  • Team player, detail-oriented, proactive, flexible, and maintains composure under pressure
  • Strong computer skills required, including expertise with Microsoft Word, Excel, email client, CRM databases required (Salesforce preferred), and project management platforms
  • Must be able to travel domestically several times per year
