What you will be doing:
You will be leading development efforts for ETS as well as providing technical and organizational leadership in IT solutions delivery by setting high standards on software development process. You will work closely with the other ETS teams, including but not limited to Business Analyst, Desktop Support, Infrastructure and other business owner and/or executive branch that oversees all the applications for several or more agencies throughout the State of Washington. You will serve as a mentor, coach, and trainer to others. You will work toward the future of IT application and whenever required will lead and provide expert guidance to migrate the application and data to use cloud technologies.

Duties

Some of what you will do will include:
Manages application lifecycle(s) and the customer relationship to help drive the strategic direction of the assigned portfolio.
Leads project team consisting of but not limited to developers, configurators and testers for a collection of applications.
Suggest a new framework, come up with the scenarios, and enable/influence teams to utilize them.
Coaches and mentors staff to grow their skills in multiple areas, solve complex problems, present completed staff work, and build a strong group dynamic.
Assesses training needs of staff and arranges for or provides instruction.
Works closely with customers/Business Analyst team to understand business needs of customers, establish priorities and coordinate the timely delivery of IT services
Own accurate costing for team's engineering activities, and execute with high accountability to schedule and quality.
Work with project managers, contracts specialists and business analysts on project charters, cost/benefit analyses, requests for proposals, and evaluation responses for major systems.
Analyze industry-wide trends and make recommendations for improvements and efficiencies in system performance.
Operate in a DevOps model while engaging modern engineering practices.
Ensure high quality code as per standards. e.g. including but not limited to enforcing Design Documents, Coding guidelines, Source control, Code reviews, error logging, monitoring solutions, automated Unit tests, integration tests, automating build and deployment process etc.
Ensure following tenets of development are considered as part of the design: Accessibility, Security, Privacy & Safety, Application compatibility, Performance and Manageability.
Ensure automated maintenance and monitoring tools are shipped with the application in a way that application support can be transferred to helpdesk team.
Leads cloud management strategies and design of the applications that will be migrated to the cloud.
Works closely with quality assurance staff to coordinate testing in order to ensure products meet requirements and standards.
Independently, or works with others, to develop alternative and innovative solutions and recommendations for complex technical issues.
Qualifications

REQUIRED:
(Experience may run concurrently)

Seven (7) or more years of software engineering experience. This experience MUST include:

Seven (7) or more years of software engineering experience.
Seven (7) or more years of experience working with complex systems projects that are strategic in nature.
A broad background in technology platforms and computing environments.
Excellent written/verbal communications skills and problem-solving skills.
Excellent interpersonal and customer service skills.

OR

A Bachelor's degree with major emphasis in information technology, computer science, or related field
AND
Five (5) or more years of software engineering experience.
Five (5) or more years of experience working with complex systems projects that are strategic in nature.
A broad background in technology platforms and computing environments.
Excellent written/verbal communications skills and problem-solving skills.
Excellent interpersonal and customer service skills.

  • Experience may substitute for education
AND
Ability to develop positive, productive, relationships with staff and stakeholders.
Ability to work cooperatively and effectively with diverse customers and stakeholders.
3 years of experience developing and enhancing applications using Visual Studio, .net or similar frameworks, including languages C#, C++. Python etc.,
3 years of experience developing web applications using HTML, CSS, JavaScript, ASP.NET using frameworks like MVC, Entity framework, OR similar technologies like Java, Angular, Bootstrap, etc.
3 years of experience testing or overseeing testing of applications.
3 years of experience with database development and performing data analysis.
2 years of experience using Microsoft Office Suite or similar product.

DESIRED:
Master's degree with major emphasis in information technology, computer science, or related field.
One (1) or more years of experience leading professional staff.
