Program Delivery – Project Management
One South Van Ness Avenue, 3rd Floor, San Francisco, CA
Permanent Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
The SFMTA Capital Programs and Construction Division (CP&C) is instructed to provide professional services for the implementation of SFMTA’s Capital Improvement Program (CIP) and employs over 120 engineers, technicians, and administrative staff responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements, and system expansion. Division responsibilities include design, engineering, project and contract management, construction management, contract administration, cost and schedule control, quality assurance, and procurement administration.
Under administrative direction, the Project Manager II will be responsible for managing, organizing, directing and controlling the Facility Capital Improvement Program, the Transit Optimization and Fixed Guideway. The projects include but not limited to: MME HVAC Boiler and Improvements, Woods Facility Upgrade, Bus Simulator Installation, Mission Bay Lop, Fire Life Safety Upgrade, MME Bus Facility Development and Expansion, Facility Capital Improvement and Upgrades, Capital Improvement Projects, Better Market Street, MUNI FORWARD Improvement, Trackway Replacement, Transit Improvement, Substation Replacement and Project Support and Administration. The essential functions of the job include: preparing and monitoring the project budget, including occasionally obtaining funding; overseeing the completion of conceptual design; overseeing planning activities; coordinating work of a multi-disciplinary technical staff across organizational boundaries; working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments; coordinating EIR processes and/or obtaining permits; controlling project cost and schedule; reviewing change orders; serving as primary contact for all parties involved in the project; and performing other duties as required. The Project Manager II will also oversee/supervise Project Manager I and the projects they are assigned to.
Nature of Work:
This position requires to work day, swing or night shifts, weekends and holidays on an as-needed basis. Additionally, working in confined spaces, stooping, squatting, crawling, climbing, travel and exposure to noise, fumes, and inclement weather is required on an as-needed basis.
1. Possession of a bachelor’s degree in engineering, architecture or planning plus six (6) years of responsible engineering, architectural, or construction management experience; OR
2. Possession of a bachelor’s degree in another field, plus eight (8) years of responsible experience in a field directly related to the project; OR
3. Ten (10) years engineering, architectural, or construction management experience in a field directly related to the project; OR
4. Valid California Registration as a Professional Engineer or Architect, plus two (2) years of project coordination experience or resident engineer experience.
HOW TO APPLY:
- Project Management Professional (PMP) Certification.
- Experience in technical aspects of civil, mechanical, electrical, structural, and geotechnical engineering design and specifications, financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.
- Working knowledge of various funding sources and restrictions; legal requirements for City projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and permitting.
- Experience in the requirements and preparation of final bid packages; and direct experience cooperating and collaborating with contractors and trades and in-field personnel such as construction managers and resident engineers and inspectors during the Construction phase.
- Experience presenting information and/or resolving issues in community meetings and making presentations to elected or appointed officials, boards, or commissions.
- Ability to communicate up/down and between disciplines/lay people/stakeholders.
- Ability to supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.
- Ability to plan, organize and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
- Familiarity with the work of the Division of the State Architect (DSA), Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
- Familiarity with CEQA and NEPA as they are applied to the review of transportation projects.
- Ability to maintain big-picture management, oriented to achieving aggressive schedule.
- Two (2) years of project coordination or construction management experience.

Disaster Service Workers
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
