The Senior Technical Records Management (RM) Analyst will assist in leading the implementation of Electronic Records Management for a large federal program using Microsoft 365 (M365) to meet National Archive and Records Agency (NARA), Office of Management and Budget (OMB), and Departmental requirements (e.g., OMB M-19-21). The Senior Technical RM Analyst must have excellent knowledge of Federal records processes, regulations, guidelines, and mandates, and must have demonstrable technical experience leading M365 implementations and configurations of electronic content management systems with records management capabilities. The candidate must have the technical expertise to work with organizations and end users to integrate the electronic M365 records management solution into existing business processes.
Assist with leading the implementation of Electronic Records Management using M365 in a large government organization with the goal of meeting OMB M-19-21 requirements.
Assist in developing implementation plans, test plans, and other processes to ensure successful implementation of electronic records management capabilities.
Assist in maintaining project schedules using MS Project and report progress on a weekly and monthly basis.
Prepare Program Offices for managing records using M365:
Work with various Program Offices to inventory records currently stored in file shares, Open Text Content Server, SharePoint, OneDrive, paper, etc. and update information in an inventory tool.
Generate a file plan to reflect current inventories.
Apply records retention schedules to inventories in the inventory tool.
Educate Program Offices on their file plan and adjust file plan as needed based on feedback.
Assist Program Offices with using the SEEK tool to scan and organize/clean up file shares using defined rules. Identify and isolate records from working copies.
Work with Program Offices to organize records according to the file plan.
Configure and administer SharePoint sites for records management purposes.
Work with Program Offices to migrate records from file shares, drives, Open Text Content Server, and other SharePoint sites to the new Records Management SharePoint sites.
Manage records lifecycle in M365, including but not limited to:
Label content as a record. Create and configure retention labels to mark content as a record that can then be applied by users or automatically applied by identifying sensitive information, keywords, or content types.
Migrate and manage retention requirements with file plan.
Configure retention and deletion settings with retention labels. Configure retention labels with the retention periods and actions based on various factors that include the date last modified or created.
Start different retention periods when an event occurs with event-based retention rules.
Apply required metadata.
Review and validate disposition with disposition reviews and proof of records deletion.
Export information about all disposed items with the export option.
Manage records disposition and transfer records to NARA as required.
Set specific permissions for records manager functions in various organizations to have the right access.
Work with Program Offices to integrate electronic records management into existing business processes.
Recommend changes to, or creation of, processes and procedures supporting the records program, including electronics records and information governance.
Provide weekly and monthly reporting.
Train end users in records management responsibilities, processes, procedures, and use of M365 for records management.
Assist in identifying and managing essential records.
Provide guidance to the internal contractor team and recommendations to the client on a variety of records management topics.
Provide additional program support services as needed.
Records Management Training – certification is desired.
Relevant M365 technical solutions certification or equivalent, such as the Microsoft Fundamentals certificate.
Minimum of 7 years of experience managing the implementation of electronic records, with a minimum of three years in the Federal Government.
Minimum of 3 years of experience managing the implementation of electronic records management projects using Microsoft 365 and SharePoint.
Minimum 5 years of experience using SharePoint.
Excellent knowledge of Federal records processes, regulations, guidelines, and mandates.
Extensive knowledge and experience with Electronic Records Management using Microsoft 365 and SharePoint.
Information Management/Information Governance experience.
Experience with SharePoint administration to include term store management, retention labels/retention polices, and site configuration.
Experience in applying an enterprise-wide set of disciplines for the planning, analysis, design, and construction of information/records systems across a major section of the enterprise.
Proven ability to anticipate requirements and proactively address new tasks to completion.
Strong analytical and problem-solving skills.
