SAIC is building a team to develop a shared services model using Service Oriented Architecture (SOA) and Event Driven Architecture (EDA) methodologies for the National Institute of Health.

The SW Engineering Project Manager will be responsible for end-to-end delivery of a this project, and managing all of the FTEs within this team, including software developers, business analysts, test engineers, SMEs, and documentation staff. The candidate will work closely with the NIH technical leadership to ensure the technical solutions are meeting their expectations. Since DataMart is used as the foundation for reporting and analysis and SAP Business Objects Business Intelligence for report development the ideal SW Engineering Project Manager will have a background in these technologies. They also will need to support and manage a range of software activities including design, development, document, test and debug application software within this new environment.

SW Engineering Project Manager also:
Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting.

Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls

Prepares operating instructions

Designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs.

Ensures software standards are met.

Manages subordinate management and/or experienced specialist employees who exercise significant latitude and independence.

Completes schedule and financial management, status reporting, and working with SAIC contracts, subcontracts, and project control throughout execution.

Is responsible for requirements analysis

Qualifications

This position requires remote/telework. On occasion, candidate will need to travel in to the client sites for meetings

Experience Requirements:
Must have strong organizational skills, an eye for quality, and ability to communicate with a wide range of individuals (e.g., government executives, program experts, product owners, and technical experts.

Must possess the ability to work effectively with system architects, developers, and testers.

5+ years of experience with Service Oriented Architecture (SOA)

3+ years of experience with Event Driven Architecture (EDA)

3+ years of experience with Data Warehouse Technology

3+ years of experience with SAP Business Objects BI

Minimum of five years leading complex, enterprise-level software development and integration projects

Proven ability to effectively lead and orchestrate the efforts of a large project team.

Expert knowledge of agile software development processes, business analysis, and project management.

Requires outstanding verbal/written communication skills.

Must have Data Migration/Data Analytics/ETL experience.

Excellent customer relationship management and negotiation skills.

Strong facilitation expertise with experience and comfort with managing project groups through complex concepts/issues. Experience working with stakeholders at various levels and functional areas.

Strong writing and presentation skills, with an ability to produce high-quality deliverables through collaboration.

Excellent analytical skills to uncover root causes to issues.

Must have 3 or more years of experience with the following Technical Methodologies:

UML modeling

Sparx Enterprise Architecture

Business Genetics W5 (BLM)

Extract Transform Load (ETL) Architecture and Data Migration Techniques

Agile Methods

COTS integration

Must have worked with and be proficient in all MS Office Products including Visio and Project

EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

Required Certifications:
Current Project Management Professional (PMP) Certificate

Desired Certifications and Education:
Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) and/or PMI Agile Certified Professional (ACP) highly desired

Oracle SOA Architect or IBM SOA Certification; SAP BI Platform Administration in Business Intelligence (BI), +++ other related SAP courses; ETL - Extract, Transform, Load | Capgemini Academy; Certified ScrumMaster® (Exam: CSM); PMI-ACP

Clearance:
The candidate must also be able to acquire a Public Trust clearance.
