Responsible for the application of the Raba Kistner, Inc. (RKEW) Enterprise Wide Health and Safety program which includes planning, developing, and coordinating compliance with applicable federal, state, and local safety and environmental regulations, laws, codes, and rules in order to preserve human health and environmental integrity for corporate, regional, and project site offices.

Responsibilities
Maintains and assures that all applicable employee safety recordkeeping and reporting requirements are met for federal, state, and local governmental agencies, ISNET and all other Client requirements
Facilitates regular Employee Safety Committee meetings and acts as liaison to RKEW Health and Safety Officers
Serves as a member of the Health and Safety Steering Committee
Assists with the coordination of the quarterly Health and Safety Steering Committee meetings
Documents environmental, safety, and health concerns and assures that the issues are resolved
Administers Enterprise wide Health and Safety Training Program; to include annual evaluation and recommendation of training needs, conducting group training sessions, and continuous review for effectiveness of training modules as to addressing needs processes and procedures
Assists with the development and implementation and completion of annual RKEW Health and Safety plan
Ensures compliance with Behavioral Based Safety (BBS) program
Conducts RKEW routine office/work site audits for Health and Safety issues and compliance
Coordinates and or conducts the sampling of noise, toxic, and physical hazards when required
Serves as RKEW Radiation Safety Officer (RSO)

MAJOR RESPONSIBILITIES/ACTIVITIES of RSO:
Review multiple state and federal laws and Raba Kistner (RK) procedures to ensure the compliance, safety, and efficiency of the RK Radiation Safety Program. The multiple states are where RK is currently working and new states where RK will be providing our services as the projects/offices get started
Prepare documentation for submittal for license renewals, license amendments, and the adding of new locations
Perform and/or review investigations of overexposures, accidents, losses, thefts, unauthorized receipts, misuses, or other deviations from approved radiation safety practice and implement corrective actions when necessary
Respond to radiation safety emergencies, and prepare and submit reports to the appropriate governing bodies
Perform radiation safety audits and recommend improvements
Consolidate and computerize various program aspects. Improve and advance the overall culture of the Radiation Safety Program
Establish and track key performance indicator
Must possess the desire to develop the position and take on a more compliant role in the future
RK is willing to provide formal training in the establishment and maintenance of a radiation protection program
Must possess organizational skills and desire to maintain a radiation protection program\]Willingness to attain RSO certification within 90 days of employment
Conducts field safety inspections
Assists Project Managers, with preparation of responses to safety questionnaires
Assist with the preparation of project specific safety plans for work sites
Maintains electronic repository of files of site safety plans
Assists in development of weekly/monthly reports for distribution to senior management regarding EMR, Vehicle accidents, TRIR, weekly Health and Safety Reports, others TBD
Assures that workers are qualified to wear appropriate Personal Protection Equipment (PPE)
Conducts job hazard analysis to determine required PPE
Identifies RKEW hazardous waste streams and coordinates with appropriate departments for proper temporary storage and ultimate disposal
Monitors status of fire extinguishers and other lifesaving equipment for RKEW
Assures fire drills are conducted
Understand, adhere and participate in the Raba Kistner Health and Safety and Behavior Based Safety Programs and set a good safety example

Qualifications
High School diploma required, preferred Bachelor of Science degree, in the Health/Safety discipline
Minimum of 5 years’ with in health and safety. Prior Experience in AEC construction or industrial industry a must
Strong communication skills to interact with employees, managers, agencies, vendors and sub-contractors. Ability to speak Spanish is preferred but not required
Ability to set priorities and follow through on problems
Ability to travel 40 - 60%
Strong proven writing skills
Analytical skills to identify and describe problem areas and recommend solutions
Must be proficient in Microsoft Word, Excel and PowerPoint
Possess valid Texas driver license and meet company’s auto insurability requirements
40-hour Occupational Safety and Health Training Course or ability to certify
Ability to perform duties in Level A personal protection clothing, as required
Moderate lifting and carrying (less than 45 lbs.) of tools and equipment
Walking, standing, crawling, kneeling, climbing, and repeated bending as needed while working on sites
Ability to distinguish colors and shades of color for identification and analysis
Climbing and descending trailers, trucks, while carrying instruments and tools
Speak loudly and plainly enough to be understood at a 5-ft. distance in a drilling/construction environment having a background sound level of 85 dab
Hear a conversational tone of voice at 1-ft. distance in a drilling/construction environment having a background sound level of 85 dab
Ability to comply with all attendance and tardy requirements as per company policy
Ability to drive company vehicle, manage and complete all assigned jobs, efficiently and on time
Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
