Manager - Fleet Services

Overview
Provide strategic and operational leadership of the District's Fleet Services Department. This includes development and implementation of various fleet strategies including but not limited to; fleet asset management and replacement, fleet alternative fuels and carbon reduction, fleet electrification, overall fleet optimization, long term rental and shared motor pool management for District vehicles and equipment as well as developing innovative approaches to long-term reductions in Fleet costs. This position supports and leads the Fleet Oversite Committee with the development of the annual fleet budget and 10-year strategic plan. The position participates as a voting member of the Fleet oversite committee.
Responsibilities
- Provide strategic leadership to fleet services team. Develops, in coordination with resources inside and outside of the district, long-range plans for overall fleet management, fleet purchase, operations and maintenance including capital and O&M budgets. Define successful criteria for alternative fuel vehicle fleet deployment, including asset allocation strategy, infrastructure requirements, maintenance, and stakeholder engagement. Engage and partner with suppliers and manufacturers to identify, develop, and implement new technology.
- Manages the activities of the Fleet Supervisor and Fleet Specialist to ensure that assigned work is completed in a safe, cost effective, and productive manner. Provide counseling, coaching, and development opportunities, and evaluate work performance in accordance with established procedures and written expectations.
- Establish a communication model to provide and solicit information from all District fleet customers and asset owners to ensure outstanding customer service. Support and maintain a high level of customer satisfaction.
- Lead and develop long term fleet asset replacement plans and budgets for all District fleet assets by coordinating effectively with asset owners and ensuring results meet District cost and use objectives. Lead the development and maintenance of standard specifications for District equipment that meets the needs of the operating units.
- Manage the development of fleet metrics and benchmarking systems, striving to increase overall efficiency while meeting the customer’s needs.
- Provide oversight of fleet maintenance schedules and practices assuring legal requirements are met for all aspects of the inspection and maintenance program. Oversee fleet purchasing practices, assuring all legal requirements are met and required written specifications for all fleet purchases.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
- As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education
Equivalent experience (year for year) may substitute for required education.
- Bachelor's Degree (B. S., B. A.), in Engineering or Automotive Mechanics from four-year college or university is required.

Experience
- 6+ years experience in the fleet industry to include:
¿ Management of maintenance practices.
¿ Equipment & vehicle purchasing, renting, leasing.
¿ Understanding of the principles and practices of purchasing, inventory management,
and budget preparation.

- Utility experience or experience with aerial devices and cranes is preferred.

Pay: $116,640.00 - $145,800.00 per year
